This will serve as a notice board for the officials serving the town of Schattenburg, in order to keep the citizens of Schattenburg informed of the laws, statutes, and taxes of therein mentioned County. 

((please do not post here, this is a town notice board meant to keep the citizens updated)).

Statutes of the County of Schattenburg

     These statutes are in addition to any laws passed by the King / High Lords over our fair County.  If at any point one of these statutes contradicts a law passed by such said authority, the law takes precedence over the statute, making it null and void.  By living in Schattenburg, you are acknowledging your agreement with these laws.  Most of you, having been told these things upon joining our fair town, already are aware of them.   

 

Land Ownership Clause

     Schattenburg is owned by Count Stafyr, by the gracious grant of the King.  All who live upon it do so at the mercy of our lord, the Count.

 

Loyalty Clause 

     All those who live within the County of Schattenburg are sworn to Count Stafyr for so long as they shall live on his land.  Loyalty and obedience is required.  Refusal to obey a command or disloyalty may result in eviction and seizure of property on the a fore mentioned lands.  

 

Levy Clause

     All those able (with the exception of clergy, the young, the old, and infirm - should they choose not to) should rally to serve the Noble House of Stafyr in warfare.  When any conflict arises and the King or our Count raise the levy for battle, the town should respond by massing at the town square with armor and weapons on their person at the appointed time.  The poor or those without weapons or armor should let his lordship know so that he may find time to provide it.  All excess armor and weapons at the end of the conflict taken from the enemy should be given to the Count so that he may bolster the reserves of the barracks for future conflict.   

 

Building Clause

     All buildings should match the current style of our township.  No basements may extend farther out than the walls of the building with which they occupy.  Any poorly built structures or basements may be torn down without warning.

 

Access Clause

    All doors are required to allow both the Bailiff and the Count inside.  Due to the possibility / actual occurrences of raids by dwarves, hobbits, ghosts, thieves, and bandits, it is required that town officials be allowed to let soldiers into various locations to protect both property and persons.  Due to this clause, I (Bailiff Frost), will perform locks on doors for free.  Please let me know if you need my help in order to fulfill the requirement of this clause.  If you have the ability to lock doors yourself, please allow us access yourself.

((please note that oocly, we have land access and can just knock down your door anyway so trying to ignore this is pointless, in addition should we actually need to protect your property, you ignoring this clause will only cause us to have to take time to knock down the door in rp, thus probably allowing you to be stolen from and/or your property be damaged.  Also please notice the clause pertains to doors, not chests.  Thank you.))

 

Tax Clause

    It is the citizens responsibility to make sure they pay their taxes, that they check this notice board every week to see what the tax is, and that they make sure their mailbox allows access to the Bailiff ((/cinfo)).  Failure to pay tax or fine associated with late payment may result in eviction and/or seizure of property. 

 

Census Clause

    All who have access to add members to the roster for land development should, upon adding a new member, send a letter ((pm on forums)) to the Bailiff so that he may keep the Count's Census ((excel spreadsheet)) updated.  Please include Name (first and last), ((MC Name as well)), and a general description of why they were granted access (trade worker, house owner, etc.).

 

Abandoned House Clause

    If it seems your house has been abandoned for longer than 1 year ((in other words you fail to log on for 2 weeks in real life)), the Count or Bailiff may seize the house and your property in order to assign it to a more active/new citizen.  ((If you plan on being unable to play for longer than 2 weeks, please send a forum PM to Emenzi or Helbolt so that we will not evict you)).

Taxes - Read if ye wish to not be evicted

 

Loyal Nobles and peasants of Schattenburg,

     I write to address the growing issue of our town's growth.  When we were a small, budding community it was easy to make sure that all were doing their part to improve our town and contribute to the Lord Count's estate.  As ye were all told when ye moved in (or are being told now), Schattenburg was a tax free community owned solely by Count Stafyr, by the graciousness of the King of Oren.  Ye were all allowed to stay for free, providing effort was made to work on the assignments posted on the notice board near the square.  I know many of you have done exactly that, and it is appreciated by myself and the Count greatly. 

     With the success of our small town and the rapid growth it has experienced over the past 3 years, it is now necessary to take the next step to make sure that everyone is doing their part for your Lord Stafyr and the Holy Kingdom of Oren.  Our County is one of the leading food producers for the entire kingdom.  It must remain such.  Effective immediately, citizens living in the County of Schattenburg and the land holdings of Count Stafyr will pay a tax for their holdings.  As many of ye built the houses on the land ye now live on, and have invested so much into the community the tax will be a flat rate.  For ease of remembrance, the taxing period will echo New Abresi.  All due credit and honor to the Maer of Abresi Joseph Lane for his effective tax program.  

    

    Let's get down to the details.  This system will vary week to week and it is the citizens responsibilities to read and know what is required for that week.  A week is defined as one elven ((real life)) week.  Week will run from Monday through Sunday, with taxes being due and collected on Sunday.  Every house will be required to have a mailbox with access given to the Bailiff.  He/she will collect your tax on Sunday for the Noble House of Stafyr from the mailbox.  Late payments will have a 100 minas fine associated with them.  At the discretion of the Count / Bailiff the moment a payment is late the party may be evicted, their house seized (if you can call taking back what is already yours seizing), and their possessions forfeit.  

 

    A leniency period will be given for the first week or two.  Taxes this first week will be reduced due to the fact the week has already started.  This way everyone can take the first week to learn of this news.  It is your responsibility to pay your taxes, and make sure the Bailiff has access to your mailbox.  He will only take out the required tax ((so if your going on vacation/etc. IRL, put in twice as much/three times as much/etc. and it will last multiple tax periods.  This does not exempt you from the activity law, so make sure you let the Count or myself know if you have IRL commitments so we will know)). 

 

    Inn and shop owners will need to talk to Count Stafyr to determine your tax contribution per week to him in minas.  This is for buildings of commerce.  All housing pays the below tax.  If you own a stall and house, you pay both.  Any questions send me a letter ((pm me on the forums IC)).

History and News of New Schattenburg

(since rebuilding after Shadow Castle)

 

Years of our Lord, 1448 to 1451, Deus Magnus:

 

Building of the Barony, now County

     To all new citizens, much has happened in the three years since the town was re-established.  First and Foremost, the town was constructed.  With the help of many of the Lord's and peasants (including Lord Farley II, Moris Stafyr, Daniel Kamura, and Jacob Frost) much of the government buildings were built.  Many citizens built their own houses in the style of our ancestors.  This included building, filling in the holes and traps of the old fortress, the creation of the farmland, the statue to our Saint, the building of the church, as well as recruiting new citizens and establishing plots.  The town has been haunted by a ghost. 

 

Supporting the King's and Count's Levy

     It has contributed over a Duchy's worth of troops to the levy of the King of Oren's in several battles. 

Battle of Storm Crossings Bridge - during which the Nobles and townsfolk performed with excellence firing trebuchet's upon the Dwarven fortress.

Oren Rebels - After the building of a small fortress and several trebuchet's the rebels in the south of Oren surrendered without a fight.

Battle of Dwarven Front - during which the Dwarves fled from their fortress and hid underground in a neigh assailable hole.

Raids along the Dwarven Interior - Several raids have been made along Dwarven supply lines by the Stafyr Guard, Nobles of House Stafyr, and peasants of the township securing mead and food while keeping the attention of the Dwarves away from the Kingdom of Oren. 

 

Economic Contributions

     The current depreciation in farm goods pricing was contributed to by the wholesale goods being sold out of Schattenburg.  Kralta and several other food and iron-stuff makers lowered prices as a direct result of Schattenburg's competition thus lowering food prices all across Oren.    Schattenburg hosts some of the most loyal and hard-working peoples in the entire realm of Oren.  Crime is low (ignoring the hobbits) and citizens are trustworthy.  A sense of common purpose and spirit unites the entire area.  

 

Hobbit Menace

   With regards to the hobbits several entries must be made.  They have attempted to kidnap a town official, attempted to poison our Lord and Count, set fire to the fields of our town, set fire to the statue of our Saint, blocked the King's road, attempted to invade our town in force riding pigs, stolen our goods, claimed allies within the Harbingers, spied on our township, cooperated with the Dwarves in attempts to ambush us at a peaceful meeting, and attempted to incite citizens of our town against one another.  While many may think of the hobbits as peaceful, small, and friendly creatures, we of Schattenburg can assure you, they are the dark one's own spawn!

 

This is a summary of the early years.  From this point forward, major events will be kept with a more accurate date below starting in the year 1451.

After a recent spree of evictions after proven inactivity within the community, houses are now once again available in Schattenburg.
