The Lexis Magistris

Approved by Justicair Kalameet Izalith and the Tribunal of Malin.

 

 

Hereby decreed are the following laws, dubbed The Lexis Magistris.

I. The use of magic within the Conclave of Malin without proof of license is illegal.

II. The following magics are deemed “Misdemeanors”, and their illegal use is a minor felony, resulting in small fines, with greater punishments resulting from repeated abuse:

   a. Household magics.

   b. Conjuration of inanimate objects and entities.

   c. The manipulation of auxiliary (smell, taste) senses through illusory means.

   d. Arcane shielding.

   e. Non-combative and non-aggressive enchantment.

III. The following magics are deemed Most Unlawful, and any use at all will result in the user being branded an Apostate:

   a. Necromantic Arts

   b. The state of being known as “Shade”

   c. The state of being known as “Fjarriuga”

IV. All other magics are allowed, with proof of license, and will result in detainment and punishment in the case of illegal use, with sentence varying depending on the severity of use.

V. The harming of another with the use of magic is a crime punishable by being branded an Apostate.

VI. Being an Apostate is a crime that can be punished by death.

VII. The use of magic if ordered otherwise is illegal.

VIII. Aiding an Apostate in any way, shape, or form is illegal.

IX. The withholding of incriminating evidence from officers of the Magistrate is illegal.

X. The teaching of magic without a teaching license is illegal.

 

The Magistrate

 

The Magistrate is hereby established within the Conclave of Malin.

 

Adjudicator Janos Ith'ael is named High Magister.

 

Duties and Authorities:

I. To protect the citizens of the Conclave from Apostates and other dangerous forces of magical nature.

II. To grant any citizen their right to attempt to register themselves as a lawful user with the Magistrate.

III. To record all registered lawful users if they have not been done so.

Ranks:

Diligent: Beginning rank. Duties are as written above.

Magister: Core rank. Duties and authorities are as written above, including those written below.

I. To grant just sentence to those caught committing minor felonies against the Lexis Magistris.

II. To arrest Apostates for the most illegal practice of magic within the Conclave’s borders.

III. To detain Apostates until a hearing may be called forth.

IV. To request a search warrant for a home or building within the Conclave.

V. To enter a home or building within the Conclave if a proper search warrant is granted.

VI. To request a hearing for a detained Apostate.

VII. To grant license to lawful registered users with the High Magister’s approval.

VIII. To revoke the license of a lawful registered user with the High Magister’s approval.

High Magister: Head of the Magistrate. Duties are as written above, including those written below.

I. To grant just sentence for any and all crimes against the Lexis Magistris to a non-registered entity.

II. To grant just sentence for any and all crimes against the Lexis Magistris to a citizen of the Conclave with the majority approval of the Tribunal.

III. To name a non-registered entity an Apostate.

IV. To name a registered citizen of the Conclave an Apostate with majority approval of the Tribunal.

V. To grant license to lawful registered users.

VI. To revoke the license of a lawful registered user.

 

Registration

Any registered citizen of the Conclave may approach an agent of the Magistrate and request to be put through the licensing process. Only a Magister or the High Magister can officially register a citizen. Diligents may only take requests and arrange registration dates. Licenses are free. When you receive a license, you must sign your name, agreeing you will abide by the Lexis Magistris, and if it is broken, you are subject to the possible revocation of your license. Carry your license at all times, for if you are seen using magic, you will be asked to show it.

 

All those who held legal licenses for the use of magic within New Malinor may approach the High Magister, and if they are indeed registered within previous records, they will be re-approved with a few simple formalities and given an updated license.
