(( Kais's reasoning include that of cultural, political and personal nature. Culture wise he see's the Confederacy as Barbarians unwilling to submit to those he deems superior. His culture demands he roots out the barbaric weakness as it insults the ancestors of Malin in his eyes. Politically he wants to impress the conclave knowing that there was a raid supposedly in the Confederacy name he is taking the initiative and striking while the iron is hot. Personal reasons include the fact he's not a nice guy, he doesn't like the Confederacy and see's them as rebels. ))

(It's right in your main post: A nation can only invade adjacent territory or territory they have permission to pass through, and they cannot invade by sea unless agreed on.
