A triumvirate requires three, a number it presently lacks. Thus, an election must be held to fill the vacant position of Medi'ir. A public voting will be held at once.

 

The criteria to hold such a position are as follows:

1.) Maintenance.The library and all responsibilities of its upkeep are the imperatives of the Medi’iran.
2.) Infrastructure. Assisting in the appointment of Okariran to position and supervising the duties of these Okariran is also the responsibility of a Medi’ir.
3.) Counsel. It is the job of the Medi’ir to provide counsel to the Sohaer in order to better inform decision making.  Therefore, Medi’ir must be well informed of all matters involving the City, both in domestic and foreign matters.
4.) Aiding and abetting. The Medi’ir must provide aid to the Sohaer in all ways possible to help him/her perform his/her duty.
5.) Economy. Management of trade and designation of trading partners of the state are responsibility of the Medi’iran.
6.) Service. The Medi’iran must be at the service of the city, with no task for the betterment of all below himself/herself.  The Medi’iran shall perform any task for the advancement and health of the Mali’aheral that they serve.
7.) Example. More than anything, the Medi’iran shall represent the best aspects of all Mali’aheral and serve as a role-models for all. With exceptional purity, and exceptional citizenship, the Medi’iran must demonstrate for each citizen the pinnacle of Mali’aheral expectation for behaviour.


 

To nominate oneself, a public speech must be made. The nomination will last two elven days, then the election will commence. It is anticipated that the Maheral will count the votes as necessary.

After our Dear Leader makes the announcement from Capitol Hill, Zeus, the city guard steps forward before any dare.

 

"Attention inhabitants of The Silver State. This is your City Guard. Through the years, I've held the gate dutifully. I've met every citizen that passes through. I know most, if not all of you by name. Having walked the realm for 187 years, I've collected quite a portfolio of wisdom. Both local and foreign affairs are under my scope.

I will use all I know to guide our Dear Leader back home when he's lost. Together, I believe we can achieve a stable state of purity and progress. I am qualified to be your Medi'ir. My entire life has been in service to the betterment of the State. Along with our Dear Sohaer, I will aid in reestablishing a standard of life once lost for all pure citizens of the Silver State. Let me now hold the gate of our future."

 

The fully uniformed guard steps back in line.

Kelthran slowly approaches the stand, his brilliant blue eyes flicking along every watching Elf, no matter who they may be. His face remains neutral, expressionless, cold. Despite this, a kindred warmth radiates from his person; a hidden, unspoken affection for those who share his blood.

 

"I am Kelthran Parmandil, it is my great pleasure to see each of you that I have spoken with in my time in elcihi, and greater still to meet those of you that I have not had the pleasure of conversing with. I am not a guard, nor am I a Okarir or Tilurir. An enigma to most, undoubtedly, and an unlikely candidate in such a thus far eventful electoral season. Despite this, I present myself before the Mali'thill of Haelun'or, and offer myself as a servant of the people, and a counselor of our newly-elected Sohaer.

 

I have poured extensively over our law and culture in my time as a resident of elcihi'thilln, garnering and nurturing my understanding of both the history of the Mali'aheral people, and the society in which we presently live. It is, and has been, my intent to use this knowledge to both guide and advance our people - and in few other positions is that imperative so important than Medi'ir. My intent is that of an age of prosperity and freely shared knowledge - accomplished through the maintenance and expansion of the library, and through the incentivisation of scientific and literary progress.

 

Though it shames me greatly to speak any ill of our venerable peoples and culture, the past age has not been so. We have suffered from scientific and cultural stagnation, a plateau much like the one upon which we currently reside. Not long ago were the Mali'aheral praised, or at the very least begrudgingly respected by the other races of our realm for our great wisdom and knowledge, along side our ambition for scientific advancement, but in this recent era not a breath of meaningful progress has been whispered by our people - both within and without our walls.

 

This age of content and intellectual laziness must end, and quite quickly at that, lest we fade to obscurity - only mentioned in passing throughout the historical texts of our realm. We must establish centers of learning, and of crafting - exporting finely written High Elven literature to the uncivilized cultures below, and intricately crafted High Elven wares to those who would pay. For too long have we demanded respect from both each other and those beyond our silver walls without any backing to our words and claims of greatness, the time has come for us to rise once more as a near-utopian hub of learning and advancement, and it would be my greatest honor to aid in the guidance towards that future. Thank you."

 

At this, Kelthran turns; moving away from the stage with his usual stoic elegance - but not before giving a deep, respectful bow to those who listened to his speech.
