The lifeblood of infrastructure is material. To keep the veins of Haelun’or pumping, we must acquire these materials with which our builders build, our crafters craft, and our citizens live. In the spirit of maehr’sae hiylun’ehya we must progress forward, and in order to do so it is of the utmost importance that we use this lifeblood to grow as a national body.

1. All those who wish to provide for the state must make themselves known to the Ministry of the Land. An application format is listed below, and must be submitted to the Ministry for approval before any action regarding distribution of tools or compensation for harvested material will be taken.

2. After the worker has been approved by the Ministry of the Land, he or she will be provided with stone tools pertaining to their occupation of choice. The worker must use these tools to fill a standardized double chest with the material they are instructed to harvest. If the worker is unable to collect the desired amount with the tools provided they may request more stone tools.

3. Once the standardized double chest has been filled, the worker will be assessed and they will be added to the registry of full members. Full members will be assigned a double chest. Every two Elven weeks the contents of the chest will be assessed for useful material and emptied if it is not filled sooner. Workers will be awarded based on the amount, usefulness and rarity of the materials deposited so long as they are acquired through the declared profession of the worker. Repeated exceptional harvests will be rewarded accordingly. Likewise, lackluster harvests will result in a Ministry assessment and meeting of and with the worker, and actions will be taken accordingly.

4. Workers will be provided with necessary tools to perform their declared occupation and only their declared occupation. If a worker wishes to perform another occupation, they must register it with the Ministry. Upon approval, the worker will be assessed for this occupation the same as a new worker. If the worker is approved for this occupation, they will be provided with a second standardized double chest, which will be assessed as if it were another worker’s chest.

5. If a specific material is desired, a notice will be posted and those who are able to acquire this material by the end of the two week period will be rewarded accordingly. In times of great need it will be expected that these resources are acquired to the best ability of the workers able to acquire them.
