Licenses will be handled once the participating members are selected so we know who needs one if the hunt takes place in Oren lands. Though most of the land a short distance north of the capital is in fact not Oren land.

 

As for the marked men, children should let the adults handle monsters less they have nightmares and be unable to sleep. Threats are for those afraid, action is for those who fear naught but failure.
