To his Royal Highness Caius Sigismund Horen,

 

Your highness, the way property and shops are being taxed in The Westerlands is preposterous. The Helvets Estate is being charged the same as the Marshall Residence, which is being charged the same as the town of Quarryville. Shops near the carts, prime real estate, and the Denesel Odd Jobs stall pay the same tax. 50 minas. Each property, no matter the size, pays 50 minas. 

 

I personally believe all taxation to be theft, but if taxes will be levied, it may as well be fair.

Below I have listed every property within The Kingdom, and a more balanced, fair tax system.

Having received a copy of the material, Gansem thinks aloud, "Tax should be based upon the amount of usable space within each residence. To flatly tax each and every location the same is both lazy and unfair. Why should the unqualified and unmotivated get to live in grandeur whilst the hardworking live in squalor? The old system plays too heavily into the first come first serve mentality. "

According to the new tax, however, Haskill's payment on the forge would stay the same, and his payment on the Denesel odd jobs would go down by 40!

"Taxation allows us to expand our trade routes and improve our roads allowing eventual expansion, should it ever be needed. It also allows us to fund tournaments and special events when the need arises."

"Mmm. Then I suppose you'd be against eventual pay grades for soldiers and their service in times of war? I'll be sure to take note of this now, to cut down the proposal before it is raised."

"Good! We dont need soldiers of fortune here, men of the Westerlands serve out of duty and honor. To serve King Leopold in the time of war is an honor, not something that needs reward..."

"One doesn't need a larger homestead, we must all make sacrifices for the defense of the Westerlands and government smiths supply us with all the gear we need. Perhaps you should take your bureaucracy home good sir."

"Standardized widespread gear suffers in quality. It would be hellish to expect a smith to pump out the grandest quality items without paying him a fair wage for his efforts. Just as it would be hellish to expect our troops to fight their hardest without being properly compensated for their efforts. Honor isn't always enough."

There are many more important things to be done than reworking of a broken system of thievery, perhaps you would better spend your efforts securing a smith who will produce these grand arms you speak of for the army out of duty to the Kingdom. Lust for coin is for dwarves!"

"If Im not mistaken you are the one who continues to criticize the efforts of our soldiers skills and hope to force unneeded contracts for arms and armor upon the backs of the people of the Westerlands, do you realize this?"
