The Ashen Council consists of Seven members; The Voice of the Council, The Keeper of Coin, The First Blade, The Master of Keys, Master of the Aviary, the Chief Justice, and The Keeper of the Flame. The members of the council are personally picked by the current King of Norland (none else may appoint a member to service), and each member serves for life unless voted out by 4 or more of the 7 on the council. They may also be immediately removed by the King/Monarch of Norland, but must be tried in a Court before convicted of any possible crime. Traditionally the ranks of the Ashen Council are drawn from the various great houses and clans of Norland or those of strong ability or caliber to bear the various badges of each office. The King/Monarch may not hold any position on the council, however any other royal members may. In addition, no member of the Ashen Council may ever hold more than one position on the Council. A meeting of the Ashen council is to be held at least once per week, and only the King/Monarch or the Voice of the Crown may call emergency meetings. A emergency meeting however cannot evict a member from the council unless all members are present. These members of the Ashen Council rank equal together, as they all have their own very specific role to play in the Kingdom, however during Council meetings it is the role of the Voice of the Council to keep order within the meetings, and ensure all speak fairly. The King must ensure all the roles of the Council are always filled, to ensure the smooth workings of Norland, failure to do such would simply be considered utter incompetence by the people. The Ashen Council is a creation of the King of Norland, and therefore is considered supreme law of the land, above common law and above being disbanded other than by the king, however it’s members are not above the law. The following are the roles of the Ashen Council;



 

The Voice of the Council

The Voice of the Crown is the voice of the people and the king. They carry the badge of Seahelm’s Horn, representing the massive warning horn once used in the capital of Seahelm. The Voice of the Crown has several important duties. The Voice of the Crown is the leader of the Ashen Council meetings. He cannot arrest members unless they commit a crime, but their job is to ensure all members during council meetings have their voices heard. They are also responsible for ensuring new ideas for laws or other matters are brought to the table by all members if they have something to say. Additionally the Voice of the Council is the highest level diplomat in Norland, and is to be sent by the King/Monarch or the Council to meet with other diplomats or kingdoms, if The Voice of the Council is killed or harmed or captured while on a diplomatic mission, this is to be immediately considered an act of War. Other important duties they have are:

  • They are to oversee the Ashen Council deliberations, and moderate discussion, it is their duty to make sure all voices on the council are heard, and it is not their place to favor one member's voice over another, they must be impartial.

  • They are the only person other than the King/Monarch that can call an emergency meeting of the council.

  • They are to give speeches in the name of the Council, make announcements to the people on behalf of the Council’s decisions, they are also expected to give speeches for the King/Monarch if asked by them

  • The Voice of the Council has the authority to dictate the dates of meetings, and has the authority to ensure order within a meeting. During a meeting of the Ashen council, the Voice of the Council has the authority to remove a member from the meeting hall for that meeting only if they are deemed unorderly and speaking constantly above others, or if a member becomes hostile.

 

The Keeper of Coin

The Keeper of Coin is the member of the Ashen Council, and of Norland, who controls the Norland Bank. The Keeper of Coin wears the Badge of the Purse, and has several important duties within Norland. They are:

  • Authorized to collect taxes and enforcing tax laws

  • In charge of controlling the Norland Bank, and overseeing its protection, the Keeper of Coin has the written authority to employ up to 2 members to protect the bank and enforce the collection of taxes. The Keeper of Coin also has the authority to request support of the First Blade to do the same. These members are sworn to the Keeper of Coin and to the King of Norland, none else, this is to ensure the bank cannot be taken or corrupted by others within Norland.

  • Do all things necessary and proper to the success of the Norland bank and to make sure it does not go under.

 

The Chief Justice

The Justice is the Ashen Council’s primary judicial authority. The Justice deals with amendments to the Norlandic Code and serves as the primary adjudicator The Justice is charged with maintaining the laws of Norland, conducting affairs of state on behalf of the Thorned Crown. Additionally the Justice is tasked with maintaining the legal system of the Kingdom of Norland. Matters of legal dispute are brought before the Justice, conflicts of both common and noble varieties are adjudicated by the Justice. The Chief Justice acts as the voice of law of the Crown, and maintains the highest level of court in the entire kingdom, if there is any conflict of court, the Chief Justice will have the final say. However, if the King disagrees with a decision made by the Chief Justice, then he holds the power to veto any decision made by the Chief Justice, or pardon anyone convicted of any crime. NOTE: It is not the duty of the Justice to make new laws, the creation of laws is up to the Ashen Council, on which the Chief Justice has a vote, but it is not the Chief Justice’s place to make new laws or amend old ones, they may only enforce them. In addition the Chief Justice is not allowed to control the military or order it to do something. If the Chief Justice wants military action, they must ask for support from the First Blade or the King/Monarch of Norland.

 

The office of Justice is held by the bearer of Thoromir’s badge. A golden hammer emblazoned on a black field. The King grants his choice for Justice this badge.

The Chief Justice is to hear all cases regarding civil and criminal issues of Norland. For each case the chief Justice must pick two other members of the Ashen Council that may be relevant to the case, as long as they were not involved and cannot be considered a witness. If no members are not available, then the Chief Justice must postpone the trial until at least two members are on, though they do not need to have relevant positions to serve on the court.

 

The First Blade

The Office of The First Blade is held by the bearer of Vorne’s Badge.  A Golden ashwood tree, emblazoned on a black field. The same type of tree that he used to fought off Three orcs with. The King grants his choice for The First Blade this badge. Vorne’s badge grants the following rights and powers unto its bearer. The King/Monarch of Norland is the Commander in Chief of the entire Norlandic military, the next level below the King/Monarch is the First Blade.

 

The First Blade:

  • Is in charge of leading Ash Guard, the Personal retinue of House Ruric into battle.

  • Is required to regularly recruit new members to the Ash Guard, failure to recruit at least 1 new trooper per 2 weeks will be discussed in the Ashen Council, and the First Blade will possibly be replaced, as this is one of the most important duties

  • He is also incharge of training the Ash Guard daily, and improving their skills.

    • He is also incharge of the many regiments of Norland.

  • Raise Ash Guard members to the position of Veteran.

    • In Charge of directing the Veteran Trials, a series of requirements to become a veteran of the Ashguard.


 

The Master of Keys

The Office of The Holder of Keys is held by the bearer of Eirik’s Badge.A Silver Antelope emblazoned on a black field. A Antelope represents peace and prosperity, Eirik brought peace and prosperity to the people of Norland, after the cruel era of Edvard the Terrible

 

He is in charge of collecting taxes and administering housing. The King grants his choice for The Master Key this badge. Eirik’s badge grants the following rights and powers unto its bearer.

 

The Master of Keys may

  • He may evict those who don’t complete the requirements of the capital.

    • He is also in charge of the disbursement of the Kingdom’s Finances and is held accountable if funds are missing, or are poorly used. This may result in execution.

  •  All financial disbursement or acquisition must be first discussed and agreed upon by the Ashen Court and Crown.

 

Master of the Aviary

The Office of The Master of Aviary is held by the bearer of Edvard’s Badge. A Bronze Bat emblazoned on a black field. A bat represents awareness of the powers of Darkness and chaos. Edvard’s reign was a dark period of time in Norland and is regarded as one of the more evil paragons.

 

The Master of Aviary may

  • In Charge of coordinating spy networks throughout the world of Axios.

  • The Master of Aviary must also break word if a revolt is imminent throughout the Kingdom of Norland. No word will ever go unheard.

    • He/she is in charge of directing leaders of spy rings throughout the Kingdom of Norland, they must also be given fake identities to conceal their faces.

    • The master of aviery will go to regular ashen council meetings, as few other than that officer themselves the actions being taken by the Master of Aviery

  • The Master of Aviary is also permitted to assassinate certain targets, if granted by the Council. The assassination of a target must be voted on by the majority of the council.


 

The Keeper of the Flame

The Office of The Keeper of the Flame is held by the bearer of Myro’s Badge. A Golden Flame emblazoned on a black field. The Flame Represents the All-father, and the darkness is the long dark around it.

  • In Charge of leading the Red-Faith, the current faith of The Kingdom of Norland.

  • May appoint priests into the All-Father, or their militant group known as the Purifiers.

  • He may also lead the Red-Crusades against Heretics or those who harm members of the Red Faith.

    • He is in charge of creating Missionaries throughout the Isles Axios, spreading the faith of the Red Faith.

    • Once a keeper is elected, he must serve the position till death, or if he decides to abdicate.

  • He is also the keeper of the Crypts, and it’s most sworn protector.
