To build on Licorich's excellent question, I have a possibly constructive solution to the issue of Dunshire's recent attack.  If there are no survivors in an attack, the damaged city will not need repairs, thereby alleviating the cost on the halflings.  Nuking sunshine (or thanhium bombing, if you will) will serve this purpose most excellently, as it would be quite cost effective, albeit utilizing a fair bit of the rare resource.  In the end, however, all of the Atlas shall benefit as they no longer will have to contribute resources towards preserving the city.
