They took the ladders out of the harbor. Then Dawn put one on the side of her bakery, so people wanting to avoid gateguards who either pay them no attention or do not guard the gates, have this option without having to crawl through the sewers. Plus, at this point in time, people would throw their waste into the streets, BUT those streets had drains.
