ACT OF THE IMPERIAL DIET

 



THE COPPINGER ACT OF 1743

INTRODUCTION

 

The demilitarization of the Holy Orenian Empire which followed after the War of the Two Emperors to some degree in each Imperial Province has left the Imperial Cities defenseless. With the onset of a war waged to destroy the very fabric of our Empire and way of life, the Senate proposes a bill to divert funding from civilian oriented infrastructure projects towards military infrastructure.

 

SECTION I:

 

The Coppinger Tower Initiative
The Coppinger Tower Initiative aims to aid the flow of people and goods throughout the main highways within the crownlands by erecting a number of towers and military fortifications that will allow the Imperial State Army to deal with brigands, villains, and malcontents in a swift and decisive manner.

 

  • Herein this initiative, seven towers are commissioned to be erected along the Ault Highway stretching from the borders of the County of Rubern to the Imperial City of Helena.
  • Herein this initiative, tunnels between each tower, the Helena Barracks, and Camp St. Michael are commissioned to be excavated.
  • The Imperial State Army is to facilitate the construction of the aforementioned military fortifications.
  • The Imperial Treasury is to aid the Imperial State Army in the procurement of material goods and laborers for the excavation of tunnels and construction of towers.
  • The Imperial Treasury is to finance the cost of the aforementioned military fortifications.
  • The Imperial State Army is to maintain the tunnels and towers and claim ownership of them.
  • The Coppinger Tower Initiative is scheduled to complete in the Year 1742.

 

NOTE: The Coppinger Tower Initiative is already in progress, this bill herein reaffirms it into law and seeks to expedite its completion.

 

SECTION II:

 

Fort St. Michael
Camp St. Michael as it currently stands is one of the two bases of operations for the Imperial State Army. With the outbreak of the war, the Camp has been beset by enemy combatants and proves to be inadequate in protecting both our soldiers and the City of Helena itself. 

Herein in this initiative, Fort St. Michael is to be commissioned on the site of the current Camp St. Michael.

 

  • The Imperial State Army is to facilitate the construction of the aforementioned military fortifications.
  • The Imperial Treasury is to aid the Imperial State Army in the procurement of material goods and laborers for construction of the aforementioned fort.
  • The Imperial Treasury is to finance the cost of the aforementioned military fortifications.
  • The Ministry of the Interior is to lend structural architects to work alongside the army’s Corps of Siege Engineers to create a design of the fort.
  • The Imperial State Army is to garrison the fort and maintain its upkeep upon its completion.
  • Fort St. Michael is to begin construction in the Year 1744.

 

SECTION III:

 

Fort within the Borders of the Kingdoms of Hanseti and Ruska
Imperial borders are jeopardized by the foreign power herein defined as the County of Rubern in which the Fourteenth Coalition against our Empire is using as a base of operations for terror, subversion, and violence. Thus does the Imperial State commission a fort to protect the City of New Reza.

 

  • Herein in this initiative, a fort is to be commissioned within the territory of the Kingdoms of Hanseti and Ruska, poised to protect the Royal City of New Reza from incursion mounted from the County of Rubern. 
  • The Royal Army and Government of the Dual Monarchy of Hanseti and Ruska is to facilitate the construction of the aforementioned military fortifications.
  • The Treasury of the Dual Monarchy of Hanseti and Ruska is to aid the Royal Army in the procurement of material goods and laborers for construction of the aforementioned fort. If necessary, the Royal Treasury can petition the Imperial Treasury for aid.
  • The Treasury of the Dual Monarchy of Hanseti and Ruska is to finance the cost of the aforementioned military fortifications.
  • The Government of the Dual Monarchy of Hanseti and Ruska is to lend structural architects employed in the design of the Royal City of New Reza to work alongside the Royal Army’s Corps of Siege Engineers to create a design of the fort.
  • The Royal Army of the Dual Monarchy of Hanseti and Ruska is to garrison the fort and maintain its upkeep upon its completion.
  • The Fort is to begin construction in the Year 1744.

 

SECTION IV:

 

Fort St. Wilfriche
In the demilitarization efforts enacted in the Helena and Basrid administrations, the Empire has lost any form of protection upon its Western borders. Castle Tiboricz upon the hills overlooking the City of Helena has been torn down through this effort.

 

  • Herein in this initiative, Fort St. Wilfriche is to be commissioned on the site of the former Castle Tiboricz.
  • The Imperial State Army is to facilitate the construction of the aforementioned military fortifications.
  • The Imperial Treasury is to aid the Imperial State Army in the procurement of material goods and laborers for construction of the aforementioned fort.
  • The Imperial Treasury is to finance the cost of the aforementioned military fortifications.
  • The Ministry of the Interior is to lend structural architects to work alongside the army’s Corps of Siege Engineers to create a design of the fort.
  • The Imperial State Army is to garrison the fort and maintain its upkeep upon its completion.
  • Fort St.Wilfriche is to begin construction in the Year 1746.

 

SECTION V:


The Senator Terrence May Provision
The fortifications listed here are to be upkept for the duration of the war, and afterwards the Governments of the Imperial States in which these fortifications lie have the prerogative to upkeep them in perpetuity or decommission the fortifications.
