PURPOSE

 

The Office of the Undersecretary of Civil Affairs hereby announces the 'Refugee & Safe Home Initiative', to be executed through the Department of Immigration. This initiative is aimed to assist the growing movement of returning Imperial Citizens, refugees, orphans, and those fleeing unjust laws abroad. The goals of this program are the following.

 

I. Re-Integrate Expats who are returning to the Empire; ensuring a dignified return

II. Provide a safe haven for Orphans 

III. Provide a safe haven for Refugees 

IV. Offers Asylum for those fleeing unjust criminal charges abroad.

 

STRUCTURE of the REFUGEE & SAFE HOME  Initiative

 

Overview

The Undersecretary has determined that the rise in foreign refugees arriving to the Empire who are fleeing locations that are unable to protect their citizens, those seeking protection from unjust laws, and those who have been orphaned due to conflict, has risen to a level of ministerial concern. As such he has directed that all departments of the Ministry of Civil Affairs provide expedited citizenship processing, and protective services for all refugees, asylum seekers, and orphans. There is no additional cost to the treasury assessed with the initiative.

 

Expat

An expat shall be any former Imperial Citizen who gave up their citizenship or otherwise left the Empire for a foreign posting, but wishes to return to the Holy Orenian Empire and regain their national identity of Imperial. The Ministry will vet each expat to determine whether they qualify for re-integration, and then help them regain dignity through land, labor, and food. They shall help the expat with social customs and Imperial induction towards becoming a citizen again.

Refugee
A refugee shall be considered any descendant and non-intelligence persons who are fleeing their host nation to escape war, canonist oppression, famine, or other disaster and intends to reside in and become a citizen of the Holy Orenian Empire. The Ministry will assist all Refugees in obtaining food, work, and employment so that they may become Imperial Citizens and enjoy the safety of the Empire, its Armies, its institutions, its laws, and its Emperor.

Asylum Seeker
An Asylum Seeker shall be any individual who is fleeing inhumane, unjust, or immoral crimes or punishment against their personhood - these individuals do not need to seek to become Imperial Citizens. This Ministry shall review cases of Asylum Seekers and work with the Ministry of Justice & Foreign Affairs to determine if the Empire should provide Asylum Seeker status, to provide temporary shelter and legal protection until such time the Asylum Seeker may freely return to their nation of origin or choose to integrate into Imperial Society.

Orphans

First, we shall ensure that Orphans arriving at the Ministry are provided all of the protections provided under the Orenian Revised Code (ORC) Chapter 211. In addition, we shall work to determine whether the Orphan is entitled to any financial or legal restitution at home or abroad based on local or international law and refer the cases to the Ministry of Justice or Foreign Affairs, as appropriate. Lastly, we shall ensure no Orphan is left homeless or without care. Each Orphan shall be directed to the Providence Orphanage or placed as a ward to a suitable family who shall care for, educate, and raise the child until they come of age.
