In this time of trials, where the vengeful spirit of the Dragon and its Thanhic breath haunts our people for the martyrdom of Jon Renault, the Aurum Providence has had the privilege of housing what wayward Savoyards it can from the tragedy in San Luciano. The desert's warmth has provided a safe refuge in contrast to the permafrost that now entombs our beloved capital, and as such efforts must be made to ensure the needs of these people - our Savoyard brethren - are on par with the stands of the Nispian folk in shared same Ashford blood and Savoyard values.

It is for this purpose that the Right Honourable Count of Niseep does name a delegate to govern his fief in his stead, so as to allow him to focus his efforts on his duty to the Princely Council throughout this crisis.

THEREFORE I, Remus de Bar, the Count of Niseep do hereby affirm:
I. That Lady Sumaja de Caelo shall be named Governor of Niseep with immediate effect.

    Ia. That Lady Sumaja's investiture shall be held in effective perpetuity, until revocation by the Lord of Niseep.
II. That the Governor of Niseep shall hold mayoral prerogative as well as regency over the territories of the Aurum Province, second only to the Lord of Niseep himself and the Crown of Savoy. 

III. That the Governor of Niseep shall maintain all rights and responsibilities meant for the Lord of Niseep as established by the Crown in the Aurum Province Act, sans the rights of succession and the lordly namesake; a privilege reserved in said legislation for the heirs of LUCIEN ROBERT FERDINAND REMUS GUY of House ASHFORD DE BAR alone.
