The Kingdom of Hanseti-Ruska has recently witnessed an unprecedented yet welcome period of growth, thus requiring a long overdue expansion of governmental institutions to more effectively meet the needs of the Haeseni people. 

 

At the beginning of my tenure as the Palatine of this realm, the position of High Justiciar was  stripped from the Aulic Council due to the Crown’s decree that the position was unneeded at the beginning of  Karl III’s reign as King. However, the necessity of a High Justiciar has since become apparent as our realm’s population has dramatically risen in size, therefore requiring increased legal oversight in the day-to-day affairs of the Kingdom’s subjects. 

 

I can no longer shoulder the responsibility of governing the Justicar’s Office alone, hence why I, at the Crown’s behest, seek to reinstate the position of High Justiciar and reform the Justiciar’s Office as a whole, so that the Kingdom’s legal systems may function efficiently with proper oversight and administration.

 

 

REINSTATEMENT OF THE HIGH JUSTICIAR

The High Justiciar shall once again sit upon the Aulic Council to advise the King in matters of legality and other related matters that may arise. 

 

Upon the reinstatement of this position, the High Justiciar is to immediately assume a number of duties outlined below:

 

I

The High Justiciar shall wield the Copper Bulava and administer judicial proceedings on behalf of the Crown.

 

II

The High Justiciar shall oversee the entirety of their office, though they shall delegate the tasks required of any legal proceedings between their jovenaars and detectives respectively.

 

III

 The High Justiciar shall ensure each ward, investigative or judicial, is educated and trained for the eventual ascension to their corresponding roles within the Justiciar’s Office. 

 

 

BRANCHES OF THE JUSTICIAR’S OFFICE

A newly reinstated High Justiciar requires a reformed office for them to administrate; Thus the new Justiciar’s Office now bears three main divisions of work, those being:

 

I

The Investigational Branch, in which Justiciary Investigators are assigned various cases to acquire evidence for, so that a Jovenaar is able to issue a proper verdict during a trial.

 

II

The Judiciary Branch, in which Jovenaars are tasked with conducting and/or managing trials on behalf of the Crown or its subjects.

 

III

The Enforcement Branch, in which members of the Brotherhood of Saint Karl are tasked with the delivery of justice in the case that a punishment is issued by a Jovenaar. 

 

The High Justiciar’s first and foremost duty within his or her Office  is to distribute any civil affairs requiring legal intervention between the newly formed branches. 

 

 

POSITIONS WITHIN THE JUSTICIAR’S OFFICE

Within the Office of the Justiciar are a multitude of positions that conduct the legal affairs of those who reside within Haense, each overseen and managed by the High Justiciar and their deputy.

 

The positions of the Justiciar’s Office are as follows:

 

I

The High Justiciar, who delivers legal justice at the Crown’s behest and oversees the Justiciar’s Office and his or her respective Jovenaars, investigators, enforcers, and wards.

 

II

The Deputy Justiciar, who operates as the second-in-command to the High Justiciar, and is tasked with operating the Office’s branches under the High Justiciar’s oversight. 

*Should the High Justiciar wish to appoint another Deputy to operate one of the other branches, they may do so with the Crown’s assent.

 

III

Jovenaars, who are the most well-trained individuals of the Office. They operate the Aulic Court on behalf of the Crown or the Kingdom’s citizens, and they are well-regarded experts of the Haurul Caezk.

 

IV

 Judiciary Investigators, who are less legal-centric individuals and specialize in investigation and information discovery for the various legal cases of the Aulic Court.

 

VI

Justiciar’s Wards, who are devoted to learning the art of the law underneath the High Justiciar and their corresponding deputy with the goal of eventually ascending to the role of Judiciary Investigator or the more prestigious Jovenaar. 

*The Office shall host both Judicial and Investigatory wards, though the curriculums are separate and administered by different individuals within the Office.

 

 

REFORMATION OF WARDSHIP

As established previously, the wards hoping to elevate themselves to the role of Jovenaar must be confirmed by the High Justiciar or Palatine, then presented to the Royal Duma who shall vote on their admittance into the ranks. Following this, they shall take the oath of office before the Crown and at last be an acting Jovenaar. 


However, the process of becoming a candidate has been made more complex to ensure that all Jovenaars maintain a similar level of competence, and have a plethora of judicial experience prior to their nomination. 

 

Precedent in the Aulic Court has dictated that only 4 citizens may be Jovenaars simultaneously. This tradition is set to continue, however the number of Jovenaars may increase at the High Justiciar’s discretion, with Crown approval of the excess potential candidates.

 

Seeing as the process of achieving the rank of Jovenaar has been amended and reformed, so too shall the process of wardship within the Justiciar’s Office in order to increase the activity and competency upon curriculum completion of its wards. These reforms are as follows:

 

I

All wards shall complete several mandatory lessons of the curriculum to teach them the basic principles of the Office and the law of the Kingdom. They may be assigned tasks to confirm their understanding of the topic, and stimulate them to read the Haurul Caezk in detail.

 

II

Wards must pick one of two curriculums to adhere to, either investigative or judicial.

 

III

Should a ward decide to pursue an investigative wardship, they will be required to attain the rank of Oathedman in the Brotherhood of St. Karl and complete investigatory lessons orientated around the hunt for evidence and information related to pre-trial processing ‘til they are deemed ready to become Judiciary Investigators of the Office of the Justiciar.

 

IV

 Should a ward choose to pursue the position of Jovenaar, they will be required to complete the investigative curriculum before then beginning to take a much larger collection of judicial lessons which will train them to be a Jovenaar. These lessons will be interspersed with a collection of studies they will be asked to complete, past trials they will be asked to familiarise themselves with, and other activities that will practice the Judicial wards in the processes of the Aulic Court under the guise of the High Jusiticar.

 

V

Judicial wards are to take an exam written by the High Justiciar who will then deem their readiness for nomination, and they will be presented before the Royal Duma thereafter.

 

 

It is the hope of the Crown that these reformations will grant the newly restored Office of the High Justiciar life again and will enable it to deliver swift justice on behalf of Hanseti-Ruska’s Crown and its people alike.
