These Articles are to serve as the laws and guiding principles of the Grand Kingdom of Urguan, the legitimate government of the dwarves and successors of Urguan, the first dwarf. The bodies of government, their rights and powers, as well as the rights of citizens of Urguan are defined within.

ARTICLE 1: THE OFFICE AND POWERS OF KINGSHIP
ᛏᚺᛖ ᛟᚠᚠᛁᚲᛖ ᚨᚾᛞ ᛈᛟᚹᛖᚱᛊ ᛟᚠ ᚲᛁᚾᚷᛊᚺᛁᛈ

The Grand King is the supreme authority over the kingdom and holds authority over nearly all aspects of domestic and foreign policy. The position of Grand King may only be held by a citizen of Urguan of Dwarven blood elected through the process noted in Article 4.

 

1.1 The Grand King may open talks and manage diplomacy with foreign powers at will.

 

1.2 The Grand King may enter any treaty or trade deal with foreign powers at will, except for treaties that involve full military alliances. Treaties of this nature must be approved by the Clansmoot by a simple majority via the Clansmoot’s right to approve declarations of war.

 

1.3 The Grand King maintains supreme authority over domestic policy including but not limited to management of the armed forces, distribution and revocation of property, management of vassals, levying of taxes, establishment and management of guilds, regulatory acts, etc.

 

1.4 The Grand King has the power to establish, revoke and maintain noble titles.

 

1.5 The Grand King has ultimate authority over the management of the Legion of Urguan and is the highest authority over all military/martial guilds, and industrial guilds within Urguan.

1.5.1 Guilds outside of Urguan are not subject to any protections or jurisdictions of the Grand Kingdom.

 

1.6 The Grand King may assign deputies to whom he may delegate any of his powers via a private cabinet which they may name or structure as they wish.

 

1.7 The Grand King may pardon any decision made by the High Courts, however, doing so for any selfish or political reasons may be considered a valid reason for removal.

 

1.8 In anticipation of an extended absence, a Grand King may appoint a regent who may act with the powers and authority of the Grand King until their return.

 

1.9 The Grand King holds the ultimate authority to establish additions or amendments to the Codex of Civil Law.

 

1.10 The Grand King shall be the greatest power within the Grand Kingdom to approve or deny Oaths and Grudges from their respective books.

1.10.1 This does not affect personal grudges or grudgebooks held by clans or organizations. Only affecting the official Books of the Grand Kingdom.

 

1.11 For the Grand King to strike out a grudge, they must have approval from the Grudge holder.

 

1.12 The Grand King may delegate this authority to the High Courts.

 

1.13 Any power not explicitly mentioned within the Articles of Urguan shall fall under the authority of the Grand King.

 

ARTICLE 2: THE PROCESS FOR ELECTING A KING
ᛏᚺᛖ ᛈᚱᛟᚲᛖᛊᛊ ᚠᛟᚱ ᛖᛚᛖᚲᛏᛁᚾᚷ ᚨ ᚲᛁᚾᚷ

In the event of a Grand King’s death, resignation, or removal, the following process will be followed in the appointment of a new King.

 

2.1 Upon a Grand King’s death, resignation, or removal, The High Moot shall take place, no more than Three Stone Days following the Grand King’s departure.

 

2.2 Each member of the moot may nominate one full-blooded dwarf to run in an election for the next Grand King.

 

2.3 A nominee must have lived in the Grand Kingdom for longer than five stone months.

 

2.4 A nominee must worship the Brathmordakin and have always worshipped the Brathmordakin.

 

2.5 If there is only one individual with any nominations by the end of the meeting, he bypasses the election and is declared Grand King.

 

2.6 Should there be more than one nominee, then by a simple majority The High Moot shall appoint a Regent who shall temporarily inherit the Grand King’s powers, and who shall also oversee the coming election. In the event of a tie, a new election shall be held. This process may happen as many times as necessary until a new Grand King is chosen.

 

2.7 The Regent shall serve in their position for no more than Two Stone Weeks while they oversee the election. It is the duty of the Regent to collect and tally votes at their own discretion via a popular election of all dwarves currently living within the Kingdom. The election process shall last for Three Stone days following the opening of elections. In the event of a tie, the Regent shall act as a tiebreaker.

 

2.8 Immediately following the Three Stone Day election period, the regent shall cede their temporary authority to the new Grand King.

 

2.9 - After the vote is counted, the winning nominee officially becomes Grand King and is to be crowned by da Kirkja Dverga at a date of their choosing.

 

ARTICLE 3: THE HIGH MOOT
ᛏᚺᛖ ᚺᛁᚷᚺ ᛗᛟᛟᛏ

The High Moot is the process in which certain decisions, such as signing full military alliances, appointing regents and selecting candidates are done.

 

3.1 The members of the High Moot shall comprise all Greater* clans.

 

3.2 Any member clan leader of a Greater Clan, or the Grand King, can call for a High Moot. They must give at minimum three Stone days from the time of the call to ensure all clans may attend.

 

3.3 Any call by the Grand King to go to war must be approved by the Highmoot with a simple majority of prominent clans. In the event of a tie, the Grand King shall act as a tiebreaker.

 

3.4 The High Moot may remove a sitting Grand King with a 75% vote, with a valid* reason.

 

3.5 Additional High Moot duties are outlined in Article 2. “The Process for Electing a King”

 

3.6 Hefrumm shall be considered a single, greater clan.

 

*Valid Reason- A valid reason is any reason that a simple majority of the Summons can agree on or one that is otherwise mentioned within the articles. It is possible to establish grounds for the removal of a Grand King without actually removing them.

 

*Greater Clan- currently recognised common clans (e.g. Grimgold and Doomforged)  and elder clans.

 

ARTICLE 4: DA NAKHUM ERON ANART'KHRUM
ᛞᚨ ᚾᚨᚲᚺᚢᛗ ᛖᚱᛟᚾ ᚨᚾᚨᚱᛏ×ᚲᚺᚱᚢᛗ

The Da Nakhum Eron Anart'khrum, or Table of Law, or High Court, is the main legal body of the Grand Kingdom and is responsible for hearing and passing judgment on individuals should they be found guilty of violating any rights or laws mentioned in Articles 7 and 8.

 

4.1 The Table of Law shall be composed of a Lord Justiciar appointed by the Grand King and approved by a simple majority vote of the High Moot.

 

4.2 A Lord Justiciar can be replaced via a simple majority vote of the High Moot or by the Grand King.

 

4.3 In regards to conducting and settling trials, magistrates may only punish individuals for violations of Civil or Regulatory Codexes.

 

4.6 The High Court may only issue punishments as described in Article 8 in accordance with the severity of their crime, as defined in Codexes.

 

4.7 The Lord Justiciar and his magistrates shall vote upon the outcome of a proceeding with a simple majority vote.

 

4.8 Each member of the High Courts must be a:

4.8.1 Must be at least a half-blooded dwarf.

4.8.2 An Urguani Citizen

4.8.3 Must follow the True Brathmordakin Faith

 

4.9 - Each officer within the High Courts holds the authority to preside over civil court proceedings within the Grand Kingdom of Urguan.

 

4.10 - Only the Lord Justiciar has the power to sit over the trial of a Royal Officer.

 

4.11 In the Case of the Lord Justiciar coming to trial, the trial shall be held by the sitting Grand King with a temporary appointment of three Magistrates of his choice

 

4.12 The High Courts hold the authority to establish additions or amendments to the Codex of Civil Law.

 

4.13 The High Courts hold the authority to uphold and enforce justice on any violations of the Codexes of Civil and Regulatory Law.

 

4.14 - The High Courts hold the sole authority to uphold and enforce justice on any violations of the Articles of Urguan within the Grand Kingdom

 

ARTICLE 5: PROCESS FOR AMENDING THE ARTICLES
ᛈᚱᛟᚲᛖᛊᛊ ᚠᛟᚱ ᚨᛗᛖᚾᛞᛁᛜ ᚦᛖ ᚨᚱᛏᛁᚲᛚᛖᛊ

Any aspect of the Articles of Urguan may be added to, removed, or otherwise altered with approval from both the Grand King and the High Moot.

 

5.1 A Grand King may call for an amendment to the Articles of Urguan and High Moot

 

5.2 Any member of the Summons may call for an amendment to the Articles of Urguan and can Summon as per Article 3. 

 

5.3 An amendment to the Articles of Urguan may be passed with a simple majority vote of the Summons and approval from the Grand King.

 

ARTICLE 6: DA KIRKJA DVERGA
ᛞᚨ ᚲᛁᚱᚲᛃᚨ ᛞᚢᛖᚱᚷᚨ

Since the times of the first meeting of the hallowed hosts of Khaz’A’Dentrumm and the Paragon Urguan Silverbeard, Father of all Dwarfdom and First of Prophets, there has always been a priestly order to guide the faith of the dwarves and direct the blessings of the Brathmordakin upon the folk. To this end, the Grand Kingdom assures certain rights towards the clergy caste. 

 

 

 

In the event of any substantial change to the hierarchy and structure of the order, so long as it can be said of a clergy it is a successor to the old then it inherits its rights as per the Articles of Urguan.

 

 

1.1 Let da Kirkja Dverga be the recognized supreme authority on the Truth of the Brathmordakin in all lands.
1.2 May it have the authority to preserve and guard against false teachings of every intent and every shaping.

1.3 May no other entity have the capability to claim divine knowledge or Prophecy without the explicit assent of da Kirkja Dverga.

1.4 May no other entity have the ability to conduct rites or blessings of the Brathmordakin without the explicit assent of da Kirkja Dverga. 

 

2.1 Let da Kirkja Dverga be afforded as much land as needed for the purpose of temples, shrines, and otherwise sacred sites for the Brathmordakin and their Paragons.

2.2 Any use of these lands for secular purposes will be charged as tax evasion and have said lands revoked.

 

3.1 Let da Kirkja Dverga be the recognized supreme authority on the punishment of dishonors and atrocities against Khaz’A’Dentrumm. 

3.2 No other office or institution may declare something as against the Brathmordakin unless clergy writings declare such.

3.3 No other office or institution may punish anyone for a crime against the Brathmordakin unless a clergy writing explicitly says otherwise.

 

4.1 Let any accused by da Kirkja Dverga of crimes against the Brathmordakin be treated fairly and free of cruel or unusual punishment.

4.2 All accused must be informed of what their crimes are and their nature.

4.3 All accused must be offered a manner of penance and to make wrongs right.

4.4 May no accused be tried in secret against their wishes.

 

5.1 Let da Kirkja Dverga actively preach and make available the teachings of the Brathmordakin.

5.2 The dwedmar shall not be denied the ability to know their own faith.

 

6.1 Let da Kirkja Dverga never be excluded from conducting the necessary rites and blessings of the Brathmordakin in any public ceremony.


 

ARTICLE 7: THE CODEX OF CIVIL LAW
ᛏᚺᛖ ᚲᛟᛞᛖX ᛟᚠ ᚲᛁᚢᛁᛚ ᛚᚨᚹ

The Codex of Civil Law is the collective of all rules to which every citizen of the Grand Kingdom of Urguan and any residing within its borders are subject to. The Codex of Civil Law is limited towards interactions between people and the criminality thereof and is not to be used to describe interactions between governmental systems of trade.

ARTICLE 8: THE CODEX OF REGULATORY LAW
ᚲᛟᛞᛖX ᛟᚠ ᚱᛖᚷᚢᛚᚨᛏᛟᚱᛁ ᛚᚨᚹ

The Codex of Regulatory Law, although often overlooked by the common dwarf, is perhaps one of the most important articles as it doesn’t just describe the processes of legislation but instead the day-to-day functions of the Grand Kingdom. Regulatory Acts are distinguished from their civil counterparts by focusing less so on the interactions between citizens and criminality, but instead on systems and the way larger entities within Urguan interact with one another.
