It has been brought before the stratocracy to discuss the subject of Cursed Children within the Shugonate of Koyo-Kuni and with news of the late Queen Amaya’s death, whom was a friend of our government, at the hands of Cursed Children she had befriended. While such sadness of a loss of a friend pains us with feelings of betrayal and desire for retribution, we are reminded from years of study of the plight of the Jumoko, the cursed children of Oyashima who first proliferated since the beginning of the yokai crisis in our homeland. While superstitions have prevailed around the Jumoko, it is the interest of the government to focus primarily upon study and investigation to better understand this grave affliction that extends far beyond just Braevos and our homeland. If we are unable to show those afflicted compassion they will become what we feared they would be with nothing to lose. With the burden of this mercy taken however comes the responsibility of hosting those with familial connections to warlocks and demonologists. All Jumoko residing within the Shugonate will be expected to aid in the government’s investigations into the affliction and on insidious warlocks to better combat do’badders and assault demonic covens with 10 fold efficiency. Thus the following decrees have been made by the Stratocracy; - The Jumoko (Cursed Children) shall not be suspected of wrongdoing inherently based upon their mutated appearances and shall be considered a class of leper afflicted against their will by ill-begotten spirits and poor familial choices made. - The Jumoko are not allowed to wear gloves within the Koyo-Kuni Shugonate and must provide a handshake to samurai agents of the stratocracy upon request. - All Jumoko who wish to live anywhere within the Shugonate must report themselves to the Stratocracy (the Shugo, the Samurai or the Onna-Musha) and provide information on their family lineage, those they closely associate with and must endure a do’badder examination. - Jumoko will be expected to abide by citizen eligibility laws of the local village they settle in and the Stratocracy. All Jumoko within direct Stratocracy administered lands (the Oyashi heartlands and Sakuragakure) will be expected to serve in the ashigaru. - While the Stratocracy acknowledges the affliction as having to deal with the soul, it is in the interest of the government to research into possible cures to remedy the affliction. "Shugo Kato, I heavily insist you to reconsider this order. This is far too restrictive on a group of people that, by and large, are only evidenced to be victims of Iblees. This is much better than the Canonist church's response, however. I am glad that you have not chosen to ban us outright. "While your concerns are acknowledged, they stem from a lack of understanding of what it means to be a citizen of Koyo-Kuni. If you believe this proclamation by our government to be overly restrictive, you have not read our capital law and therefore know little of our function of operation. There exists a social contract unspoken within out government's foundations that we are to provide an expected quality of life and protection to our people and in turn our people are expected to fulfill certain obligations that will allow our state to operate as it does including but not limited to divulging sensitive information to the Stratocracy and military service. Hence we are able to maintain a high trust society. Such a concept may be foreign to you if you find yourself amidst Canondom or Malinorians and for this I will not fault you or take personal offense. But this push back against handshakes, glove undressing and being of service to one's people I find suspicious."
