Sir Atticus Reinhold: “As I'm sure you've all seen in the recent announcements, our previous Lord-Chancellor, the head of the Heartlandic Council and our government, has chosen to retire to focus on matters of faith. This ushers in the era of a new Chancellor, who will serve as the second-highest authority in the nation, only below that of the monarchs, and who will guide us into our future as a nation. As the Garmont assembly, it is our duty to select a candidate for the office of the Chancellor- Whoever we nominate may go on to be voted into office by the public at large. So, before presenting any bills or proposals, that is what we will be starting our session with today.”

Sir Atticus Reinhold: “I'll go more into the details of that after our roll call. We will start with Count Augusten, and go around to end at Lady-Mayor Auclair. After the person next to you announces themselves, you will state the seat you are representing today. This will either be the name of the vassal you are representing, or a seat of public election.”

The Garmont Chancellor Nomination

Sir Atticus Reinhold “Brilliant- A good showing as always, and I must thank you all for that. Now, as for how we're going to select our nominees. The Garmont's candidate can be either someone from inside or outside the Assembly, so long as you can make a good argument as for why they would make a good candidate. They do not need to have a seat, though, they will need to consent to being nominated in order to move forward. You may also nominate yourself, if you so wish.”
 

Sir Atticus Reinhold: “Whether you are nominating yourself, or another person- You will call out so when I ask, and then move to the front, where you will give a speech, when called upon, to defend either your own candidacy or that of the person you've nominated. If you nominate someone else in the assembly, and they wish to give their own speech, they may also do so. Afterwards, each seat of the assembly will get one vote, including those who have nominated themselves.”

Sir Atticus Reinhold: “Any questions before we start?”

Sir Atticus Reinhold:  “Yes, if you have nominated yourself.”

Brennus:  “Oh I see it now sorry, I was thinking about land reforms.”

Sir Atticus Reinhold:  “If that's all, anyone who wishes to nominate themself, or another, may call out their nomination freely.”

 

Katrin Stafyr:  “If there are no objections, I wish to toss my hat into the ring, Sir Reinhold.”  

Aurel von Theonus: “I nominate myself.” 

Friedrich von Augusten: “Hohengarten nominates Friedrich von Augusten.”  

Sir Atticus Reinhold: “You are all welcome to move to the front. Any others?”

Sir Atticus Reinhold: “Very well! Lord de Rosius may come to the front if he chooses to accept his nomination.

Sir Atticus Reinhold: “Each nominee will now be invited to give their speech. Let's see… Count Augusten, would you like to take the stand and give a brief speech on why you would be a good candidate for Chancellor?”

Friedrich von Augusten:  “Yes.” 

Representative Friedrich von Augusten takes the stand.

 

Friedrich von Augusten: “GOD bless fellow peers and representatives. We have often dwelled on the subject of whether or not we should throw in our nomination. But here I am, having done so. It shall be our intention, if we are to be the Garmont candidate, to continue the Cardinal’s good work. As the first Lord Chancellor His Eminence did a fine job, a difficult legacy to follow for sure. We shall endure to upkeep the strong relations we have with the Mother Church, beckoning forth more clergy to help in our government; they have been a fine addition. We shall also endeavor to uphold the rights of peers and vassals. Keeping our privileges confided and suggesting rewards for those of good contribution. And finally we shall advocate for the protections of the two Provinces, may they remain unique but independent. And most of all may her diverse peoples enjoy the grace of the Heartlands. Let them celebrate their cultures, from Waldenina to Illatian. We shall end our speech there but let my age and experience speak for themselves. Thank you.”

 

Sir Atticus Reinhold: “Now, Baroness Stafyr- You are welcome to take the podium, and give your own brief speech advocating you candidacy.”

 

Representative Katrin Stafyr takes the stand.

 

Katrin Stafyr: “Now, for all our sake I shall keep it short… Lords and Ladies of the Garmont. It is kein secret that House Stafyr recent history is not as deep as other Heartlandic Houses, but in the past fifteen years my heart has found its home in the Confederation. As Chancellor I will ensure that this grand experiment of our newly found union shall succeed without  infringing on the cultures and rights of the noble houses and common citizenry alike. For a strong Heartland that can withstand any threat that dares to step into her way. Thank you. Praise Godan!”  

 

Sir Atticus Reinhold: “Duke von Theonus,  you are welcome to take the stand, and give your speech when ready.”

 

Representative Aurel von Theonus takes the stand.

 

Aurel von Theonus:  “I have a wide swath of experience, from being a long-serving representative of this Garmont, an advisor to the Commonwealth-now-Heartlands, the only candidate here who is a member of the Legion and my house has had a long tradition of serving in both Aaun and the Petra. I believe I'm capable of giving blunt council when our leaders need it, and I can listen to the needs of our citizens from our noble houses to the common citizen to funnel that to the leaders on the council upon which I'd lead if elected. I believe I'm ready to take the next step in leadership, and help further the confederation, continuing the strong foundation my predecessor started.”  

 

Sir Atticus Reinhold: “And now- Baron de Rosius, you are welcome to step up and make your speech.”
 

Representative Louis-Caspian de Rosius takes the stand.
 

Louis-Caspian de Rosius: “Hello, your Majesty, esteemed members of the Assembly and all gathered now. After consulting with certain trustworthy partners and people of evident experience, this nomination comes to me as a bit of a surprise, but I look at it as an opportunity. My age speaks volumes for some, and those are the ones who have doubts. I understand them - but I ask very little, and that is that they understand me too. I come from a family that had experience in the past with politics, both domestic and foreign. These times are turbulent, for some even desperate, but even in these times we are looking for a way to improve our living in our Confederation. People. People are the key and most important factor of any commune, any place where there is order, morality and law. Being good and loved among people means bearing a kind of responsibility, and this especially applies to those who, GOD willing, will step into this esteemed position. A lot of talk hurts, really, so I would like to show with actions that I can be worthy of the trust of the people, the members of this assembly, as well as the Crown itself.  My candidacy will, dear GOD willing, contribute to the betterment of this time, as well as general stability among all of us, which means a contribution to our interpersonal relations, because as you know… We are facing a time in which we share one territory and one name. Thank you for your time.”

 

Sir Atticus Reinhold: “Very good to hear from you all! Now- If the candidates will retake their seats, we may begin our vote.”

Sir Atticus Reinhold:  “Remember that- If you have nominated yourself, you may vote for yourself, if you so wish, you may also only vote for one candidate. To remind, the nominees up for vote are Count Augusten, Baroness Stafyr, Duke von Theonus, and Baron de Rosius. We'll do our votes the same way we did roll call- Call out the name of the candidate you will be voting for, starting at Lord Augusten, and ending with Lady Auclair.”

Louis-Caspian de Rosius: “Rosius casts the vote for Baron de Rosius.” 

 

Sir Atticus Reinhold: “As it seems, with a majority of five votes, against four, two, and one- Duke Aurel von Theonus shall be put forth as the Garmont's candidate for Lord-Chancellor. Lord Theonus, I wish you luck in the upcoming election.”

 

Aurel von Theonus: “Thank you for the support.”

Friedrich von Augusten: “Well done!”

 

Sir Atticus Reinhold: With that settled- I have one further announcement. You are not glued to your seats, of course, and the representatives who would wish to carry on with their day are welcome to. But for those who wish to stay to either present a bill, or to vote on the bills that will be presented- We have two on the docket still- I will be calling my Deputy, Representative Theodore Elwood, to lead the remainder of this assembly.”

CONCLUSION

The Assembly was split between four chancellor candidates, Duke Aurel von Theonus, Baron Louis-Caspian de Rosius, Count Friedrich von Augusten, and Baroness Katrin Stafyr. With a voting outcome with a majority of five votes, against four, two, one, and two abstains, Duke Aurel von Theonus was declared the Garmont Assembly’s representative for the Chancellor Election.

 

 


 

 

Treasury Practices Advisory Bill

Theodore Elwood: “I shall direct us to the first official bill of order. Sir Aimo of Astor, would you like to make some introductory statements as our peers read over your submission?”

 

Sir Aimo of Astor: “Ye. Right, so this whole bill is to advise the crown to have the treasury tighten up on their practices, simple as, ne trying to cast doubt but there has been some slack and issues that I doubt we would ne like to be resolved. Either way, there have been a few issues, ne just with my own taxes, I do ne think it disagreeable to make sure tax is being done well. With such I am done and open to discussion.”

 

Aurel von Theonus: “Ah, the system as it was explained to me when I took over my family's tax obligation was that the token was left in the box to show a second means of proof about payment. The receipt wasn't good enough for some people. But maybe the new treasurer can find a way to make this work a little better.”  

Theodore Elwood: “Very well. I will open this body up to Moderated Debate. To remind us all, this means that in order to speak one must clearly raise their hand and wait to be called upon to speak. Shall try to go for first come, first serve. The Duke von Theonus may continue.”

Aurel von Theonus: “That was all.”

 

Ser George Halcourt raised a hand.

Theodore Elwood: “Go ahead good Ser.”

Ser George Halcourt: “Where I think that the suggestion to remove the tokens is a simple but effective suggestion, I have my questions by the other. What is meant by 'more thorough checks'?” 

Sir Aimo of Astor: “If you look at the document I handed out with evidence to show that I am ne merely making it up, you can see that for example there are issues with the slips as well. Some have no signature or date, other weeks missing, further two for one week.”

Friedrich von Augusten raised his hand.

Sir Aimo of Astor: “Does such sufficiently answer your question, Ser?”

Ser George Halcourt: “Mayhaps. I just think a little note to the treasurers themselves would be nice. If such has been done, my questions are over.” 

 

Theodore Elwood: “The Count of Hohengarten is acknowledged.”

Friedrich von Augusten: “Please, shall we understand this to be an audit of the Grand Treasurer, for from what I read that is my interpretation. You believe them in need of investigations, yes?” 

Sir Aimo of Astor: “Ne, I believe only a word to them by the crown is needed, I do ne suspect malice or malpractice but slip ups, nothing in need of an audit. If I wished for an audit I would have called it an audit.”

Friedrich von Augusten: “Well it seems close enough to one. As the good Ser George has already said, should you find personal issue with the Treasury, simply offer them a note, for this seems to be an audit. That is all.”

 

Adelheid Halcourt: “Might I speak, Grand Speaker, on behalf of the treasury?”

Sir Aimo of Astor: “It is ne personal, not all of the evidence is from my own tax box.”  

Theodore Elwood: “Very well. Please, come before the Assembly and speak.”

 

Deputy Treasurer Adelheid Halcourt takes the stand.

 

Adelheid Halcourt: “Thank you. For those that do not know- I have taken over taxes for the last couple years in place of Dame Wren. I have followed all of her systems which have been in place since the merge of our nations. Now, whilst I do agree the tax boxes have become messy and the whitespire tax barrels have already seen their tokens removed and a clearer system set in stone- I do think that your lack of communication with the treasury is, well, worrying. Each of the 'evidence' listed could easily have been explained if anyone had asked. So I shall take the moment now to explain for you…
Adelheid Halcourt: “Figure two and three- The von Theonus tax box. The family of von Theonus were late paying their taxes the week prior- I had no back payment slips on me and each piece of paper I use is paid for out of my own pocket. So a second payment slip for that year was placed. If anyone from von Theonus had of contacted me, it could've been explained. Figure 4, was a back payment. Dame Wren placed the slip 'proof of payment' and made the treasury aware this was an accurate payment. Again, could've been solved by simply reaching out.”  

 

Aurel von Theonus: “I have never missed a payment. That's an error identified in my note to the treasurer at the time, Dame Wren.”

Adelheid Halcourt:  “An error how? “

Aurel von Theonus: “The tokens in the chest simply weren't counted.”

Adelheid Halcourt: “Well, I have a clear sketch for you in my notepad, just a moment.”  

Aurel von Theonus: “That was before the taxes were raised as identified in the edict of nobility. My taxes at the time were 150 minae per week. I had three 100 mina tax tokens in the chest. That is to say, a payment for that year and the next.”

Adelheid Halcourt: “If you think the treasury has scammed you for taxes, then I urge you to actually reach out and take it up with the Dame.”

 

Friedrich von Augusten raised his hand.

 

Theodore Elwood: “Perhaps the specifics of this more private matter should be discussed outside of the Assembly. And both the Duke von Theonus and the Lady of Merryweather are reminded we are in moderated debate.”  

Aurel von Theonus: “No, I've not been scammed. It's just a matter of accounting.” 

Sir Atticus Reinhold: “We're derailing.”

Adelheid Halcourt: “My point being. In the future if there are any issues with how the treasury works, perhaps communicate with the grand treasurer about it.”

Sir Aimo of Astor: “She had spoken up to address concerns, Sir Reinhold, Aurel was merely voicing one.”  

Adelheid Halcourt: “Any confusion can all simply be solved via conversation.”  

Theodore Elwood: “If the Lady of Merryweather is finished, I would acknowledge the Count of Hohengarten to speak.”

Adelheid Halcourt: “Ai, I've no issue myself with the bill, I just wanted to address my concerns for the lack of communication to the office they so wish to complain of.”

 

Friedrich von Augusten: “Unless Ser Aimo wishes to call this for what it is, an audit in all but name. Then, Hohengarten motions to begin the vote on this matter.” 

Nicolas von Wittenbach: “Motion to vote seconded.”

Sir Aimo of Astor: “It is ne an audit, an audit is something else entirely, I was ne summoning the treasury for a report as in Article five section one point one, it was as in the powers of the Garmont in article five section one point six of the codex of Saint Godwin. – Correction, point four for the first part of what I said.”  

 

Theodore Elwood: “The motion is heard and acknowledged. We shall now move to vote. We will continue to go in order of seats, beginning with the Count of Hohengarten.”

Friedrich von Augusten: “Against.”

Nicolas von Wittenbach: “Against.”

Adelheid Halcourt: “Against.”

Aurel von Theonus: “In favor.”

Sir Aimo of Astor: “In favor.”

Theodore Elwood: “Given the lack of author or chosen representative for this bill, we shall delay its introduction until the next session of the Garmont Assembly. In this case, if anyone has any final remarks to make before this body of peers, do so now. Otherwise we may adjourn.”

Theodore Elwood: “Thank you all for your attendance today, and for putting up with some hiccups. But I look forward to our next session, as always.”

CONCLUSION

The debate over Baron Aimo's bill to advise the crown on improving treasury practices highlighted concerns amongst the assembly regarding communication and clarity within the treasury system, as well as mixed opinions on how these concerns should be addressed. After a brief testimony by the Deputy Treasurer, the majority voted against the bill, preventing it from passing into law.
