To regulate the maintenance and taxation of the territories of the Grand Kingdom of Urguan, this following act has been mandated by the authority of the Obsidian Throne.

 

The Realm of the Khazadmar shall be divided into three sections: 

 

The Capital - constituting the urban boundaries of Kal’Kladian, which shall serve as the administrative center of the Grand Kingdom and the gathering point of the Khazadmar. 

 

The Royal Domains - constituting the caverns of Kal’Kladian, shall serve as the Grand King's personal lands, to be inherited by his successor. 

The Crownlands - constituting the outer and inner territories of the Grand Kingdom, shall serve as public land of the Grand Kingdom. Individual citizens may rent homesteads and barns for financial purposes. All construction within the Crownlands shall be subject to masonry regulations. The Legion shall have sole authority in managing access to the various mines throughout the Grand Kingdom.

 

Additionally, provided they are eligible, certain Clans may purchase land and build Clan Holds in the Crownlands. 

 

Clan Holds - once a Clan is eligible for a land grant (obtained through completing the census), they are to pay the required amount to purchase land within the Crownlands as determined by the Gold Mountain Act: 1000 mina. Clan Lords must consult with either the Grand King or Grand Steward on a chosen location and on the quality of their construction. Rent for these holds shall be set at a fixed rate of 200 mina, collected annually by the Grand Steward.
