PREAMBLE 

Through ordinance, and necessity, the Court of the River Petra, or The River Court, has been reinstated. By Her Majesty, Adalia I’s, good grace The River Court shall be renewed and brought under the guidance of Her Majesty’s Grand Chamberlain, who shall sit under the purview of Queen’s consort. Together the Consort and Grand Chamberlain shall return courtly life to Vallagne. As such they beckon forth the noble peers of the realm, and their kin, to submit their service as courtiers and servants to The Crown and join the royal court. The Petrine crown currently without its consort, the chamberlain shall take charge of The River Court,  until a union is made and consort able to perform their duties.

INTRODUCTION
The River Court acts as the courtly institution of the Commonwealth, where the peers, nobles and even the humblest of Petran courtiers, may access the royal patronage of the Garmont Throne. The River Court is charged with a host of responsibilities, but unique among them is the uplifting and focused fascination of Petrine culture. The court shall achieve this through the leadership of its appointed chamberlain and guiding hand of the crown’s consort; royal consort.

The Royal Consort of the Petra, will act as first magnate and chief patron to The River Court. As  the blessed spouse of the Petrine monarch they act as the representative of the royal house of the Petra, within the court. Bastion of royal favour, they shall be upheld as head of the court and shall host last authority in all matters, courtly and cultural. Duties under the influence of the consort shall be: assembling gatherings of national gravity, stewardship of Petrine cultivation and congregating regular meetings of The River Court, under their dutiful supervision. Espoused with their duties to the monarch and river realm, authorities held by The Royal Consort, shall then, fully befall unto the Grand Chamberlain.

The Grand Chamberlain is senior amongst Petran courtiers and charged with management of The River Court. They shall sit The River Council as the courtly representative, and uphold a high standard of efficacy within the court, as its appointed director. Management of the court within the chamberlain’s grasp, they are burdened with recruiting. They shall fill all courtly positions, but their own, and shall appoint courtiers of noble standing to ensure the smooth running of operations. They also command The Garmontine Retinues and will delegate tasks to their heads. Aside from this, they are to act as an avenue between the noble class and crown, and should act as an aid in the planning of festivities and an advisor on any other courtly matters. The chamberlain shall frequently offer communications to the Petran people, as the court develops.

Upon the rebirth of the Petran commonwealth, the establishment of unique retinues to bolster the efforts of The River Court was found necessary. The Garmontine Retinues shall be split in twain, one branch charged with the planning of festivities and artistic pursuits, the other to produce chronicles and cultural pieces for the benefit of the river realm. Each retinue shall be headed by a respected master, whom shall show themselves to be adept in their chosen craft, and leader to all those who seek after their deep knowledge.

THE RETINUE OF ARTS & CEREMONIES

The first of the retinues shall be for artistic and celebratory pursuits, The Retinue of Arts and Ceremonies. This wing of The River Court shall be charged with begetting artistic works and aggrandising the Petran flair, for the river people. Courtiers serving under this retinue shall enjoy inspired skills of all manner. Poetry, musics, playwriting, acting, tailory and other talents such as alchemy and magics; all manner of virtuosities are welcomed in this retinue. A further function of the retinue shall be its place as the primary organiser of revelry in the realm, the courtiers at the heart of this branch shall devote their efforts to continual organisation of gatherings for Petrans, such as festivities and unique assemblies, as a means to create unity within  the Commonwealth.

 

The Master of Revelries

The head of The Retinue of Arts and Ceremonies shall bear the title of The Master of Revelries. They are obliged to act under the Grand Chamberlain and shall be the first actor of their branch. They shall hold this responsibility by offering needed guidance to their hired courtiers and will be the leader for the preparations of large festivities, and council all whom wish to offer their hand for services to the crown. They shall meet regularly with the consort and chamberlain to report upon the ongoings of their current and future projects.

 

THE RETINUE OF CHRONICLES & CULTURE

The second of the court’s retinues is that of The Retinue of Chronicles and Culture. Focused upon the question of defining ‘What it means to be Petran?’ The courtiers of this wing will be known for their skills in chronicling and all scholarly charges, they shall immortalise all Petran going ons by registering their happenings and they shall measure upon the history of the river realm and people for benefit of learning. Sought after for courtiers of this retinue shall be those that hold skills in scholarship , histories, tutelage, medicine and archivism. Courtiers of this branch will be at the forefront of publishing Petrine missives of knowledge and history and hosting grand conferences, for purpose of edification.

 

The Seneschal

At the head of The Retinue of Chronicles and Culture is The Seneschal. They are primary amongst all the scribes and scholars of the retinue and shall produce the finest of written work for the pleasure of the crown, and the Petra. The Seneschal shall be an administrator and will assist in the publication of works, and will be the guiding force in matters of culture, and scholastic vocation. In leading the scholarly movements the head of the retinue will lead overarching projects, at the joy of their courtiers, and will take charge of acting as a Petrine bellwether; cultural leader. The Seneschal shall meet regularly with the consort and chamberlain about the ongoings of their retinue.

COURTIERS & WARDSHIPS 

All members of The River Court, and Petrans of noble standing, are to be considered courtiers of The River Court and shall adhere to its standards and respect its voice as the Garmont Throne’s delegate for Petrine courtly matters; cultural, scholastic, etiquette or otherwise. Courtiers are to offer their services, where they may, to take the charge of courtly life and serve their liege.

 

The River Court holds authority on the matter of all wardships within the grip of the Garmont Throne, government and courtly. As is custom amongst noble peers, there shall be opportunity to offer children to become young wards under a chosen master. Wherein, they shall be brought under education to master their educator's expertise, be it in the chancellery or speaker’s office. Courtiers previously held under wardship shall have added hopes of becoming a future statesman or premier courtier for the Commonwealth in their adult years. The consort or chamberlain may be contacted to organise such and will place a ward under the care of their desired wardmaster, where possible, should mercy be.

 

When a warship is sought, young Petrans will be held to promises of dignity and respect, namely by The Seven Mercies. They shall oath themselves to these promises and shall become a bulwark for their words, and the court hopes that wards will carry their promise for good, and apply their reward of education for the good of the Commonwealth.
