Theodore Elwood: “Very good. Thank you all for being here. I know there's some…other….Matters at hand. So, I hope you will forgive any lack of humor today. First on the agenda…I must admit that over the past several years, I've had some personal and familial difficulties. Virtually all of my time dedicated toward Vallagne goes to this institution right now.” 

Theodore Elwood: “And so, I figured it was time I find a proper person to help me keep track and pick up some some slack here and there, if necessary. So I am very happy to announce that the new Deputy Speaker is none other than Nicolas Wittenbach!”

Theodore Elwood: “With his help, I am hoping to make the Garmont a little livelier, and for it to move a little smoother. And I wish to take this opportunity to thank you personally, Monsieur, for joining me. All of us know how much work you've put into the Garmont. It is so fitting to incorporate you into its leadership again, I think. Next!” 

 

Theodore Elwood: “Next, I also wish to announce that after this session ends, in the coming months, I will be working with Monsieur Wittenbach and with members of the Council to ready ourselves for a new round of elections. I have no dates to announce yet. But I think given the last few gatherings, and the standing of our country in these times of trouble, it would be best to keep this practice moving. Besides, it..Has been quite some time, anyway!” 

 

Theodore Elwood: “It seems we only have one bill to cover today. It was introduced by Monsieur Wittenbach, and I'd invite him to come up and introduce it.”

Introduction: 

Both the Capital City of Vallagne and the Free City of Vallagne have always been a vital part to one another’s success, being both close on the map, but also in their relationship. Vallagne and Chambery have, since their founding, always supported each other, from the early-Aevos housing crisis where Chambery welcomed many people seeking a home in Petra who were unable to find one in the bustling capital, to the Coalition War when Chamberian citizens sought refuge inside the safe walls of Vallagne. Both cities have always prospered together, never impending on one another, but rather complementing each other. It is in that Spirit that both the Bourgmestre of Chambery and the Lord-Maire of Vallagne present the Sisters’ Act, to continue the prosperity of Petra’s Capital region, Val de Agne, and prepare it for an even more thriving future. 

 

Aim of the Act:

To cement the Status of Vallagne and Chambery as Sister Cities, celebrate their shared history and Friendship with various planned events and work on the future together by expanding on both cities' roles in the Capital region and making the region into a hub for learning and tourism.

 

Body: 

1 ) The Sister Cities

The Royal Capital City of Vallagne and the Free City de Chambery-sur-Petra shall hence be officially known as the Sister cities being paired as such, with Vallagne being the bigger sister and Chambery the little sister. With those both cities will continue their commitment to each as cities sharing their faith. 

 

2) Creation of a Regional Tourism Board:

The Chambery Tourism Board will be merged into a larger Val-de-Lagne Tourism Board encompassing all the touristic and cultural activities of the whole region.

  1. The board will be managed by the mayors of Chambery and Vallagne
  2. The Tourism board will publish a list of all the Touristic and cultural activities available in the region.
  3. The Tourism board will advertise the Val-de-Lagne abroad. 
  4. The Tourism board will host and encourage various touristic or cultural events

 

3) Festivals to celebrate the shared Friendship and History of the Sister Cities

Both Cities will Host festivals, with one Larger festival Hosted by the Mayor of Vallagne in Vallagne and a second festival Hosted by the mayor of Chambery, both festivals will celebrated the shared friendship and History of both cities and celebrate the culture of the region of Val-de-Lagne as a whole.

Nicolas Wittenbach: “Cities of Vallagne and Chambery are Sister Cities, Vallagne being the greater of the two. With that we would also create a Tourism Board for the whole region of Val-de-Lagne to show to travelers all it has to offer! And of course planning on holding two -.” 

Nicolas Wittenbach: “Events to celebrate the long History that both Vallagne and Chambery has shared together, as both cities are, honestly inseparable, hence my proposal here to make them into Sister Cities.”

Gareth Lucius: “We have a tourism board, and if so, who?” 

Nicolas Wittenbach: “At this time both Vallagne and Chambery have their own separate Tourism Boards, hope would be to merge both of them together and show what the whole region has to offer together, We can offer more together than separately.” 

Nicolas Wittenbach: “Also by Tourism board, I quite mean an exhaustive list of all activities, places, institutions, shops and restaurants that peoples can visit, and would be managed together and updated by both Mayors.” 

Gareth Lucius: “So an actual wooden board rather than a group, got it.” 

Nicolas Wittenbach: “Exactly, wooden board but also pamphlets, and the like we can send out to attract peoples to come visit.” 

Sir Atticus Reinhold: “Well, I think it sounds like a fantastic idea. Both Chambery and Vallagne have a lot to offer, and it would be easier to coordinate together.” 

Friedrich of Schwyz: “Ya, Schwyz is happy to support this bill.”

Nicolas Wittenbach: “Exactly, this is a simple proposal to do just that, to first celebrate their shared History, make their status as inseparable sister cities official and coordinate efforts to show all both cities have to offer. In time of course we can add more but.” 

Nicolas Wittenbach: “This would be a simple start.” 

Nicolas Wittenbach: “If there are no other questions, I shall yield the podium back to the speaker.” 

Theodore Elwood: “Thank you. And with that, let us move on to the vote!”

 

Theodore Elwood: “With just a handful here, let us vote freely. State your name, and give a Yea or a Nay.”

The bill was presented by one of its authors, Nicolas von Wittenbach. The floor was opened into open debate where Representative Wittenbach answered some questions and clarified part of the mission of the bill. Afterward, the Assembly began a quick vote which resulted in a unanimous YEA. The bill has passed through the Garmont and is being sent to the Queen of the Petra.

Theodore Elwood: “Aye. In the coming transcript, that shall be done.” 

Sir Atticus Reinhold:  “I do agree with Lord Friedrich. I think now is certainly a good time for new elections.” 

Friedrich of Schwyz: “Good.” 

Gareth Lucius: “I also commend keeping the gears turning despite the conflict we find ourselves in.” 

Nicolas Wittenbach: “I agree, don´t let fear stop us from doing anything.” 

 

Friedrich of Schwyz: “Do we know of any recent banditry, I have not had any issues in Solland from what I know.” 

Theodore Elwood: “Aye. We've found ourselves in another tough time not only for the Petra, but for humanity. I thank all of you here for your actions here and otherwise to keep our people motivated, safe, and happy.” 

Nicolas Wittenbach: “Chambery has had quite a lot of bandit and even darkspawn incursions in the first year of the war, since then we only had one minor bandits incursion into two homes, attacks have certainly gone down in this second year of the war.” 

Gareth Lucius: “There are some petty bandits but they do not seem to be as well coordinated to be on the offensive in raiding and banditry as I heard was in the Veletz war.” 

Nicolas Wittenbach: “And we are also learning how to better handle the incursions as well.” 

Friedrich of Schwyz: “Mn.” - “Maybe this war shall pass by soon and the banditry shall cease once more.” 

Sir Atticus Reinhold: “Gareth is correct- The banditing we have had is petty and minor in comparison, and it is quite possible our enemy is losing spirit. All the more reason to keep up business as usual.” 

 

Theodore Elwood: “Right, I think it is time, then. I would motion to adjourn.”
