THE LUDOVIK DECREE

A STRUCTURE OF CONDUCT

VA VE EDLERVIK,

Having served in His Majesty’s Royal Duma for many decades, both as a former Lord Handler and as a representative of my noble house, I have witnessed its many struggles. In particular its structure and conduct of its meetings. Therefore, through this decree, I shall establish the principles of how His Majesty’s Royal Duma convenes, thus striving for swifter and more effective sessions.

The Office of the Lord Speaker hereby proclaims its Royal Duma’s rules:

 

DEBATE DURATION
 

All standards for debates shall be limited to ten minutes per bill. Upon conclusion of the time given, the Lord Speaker shall call upon any member who wishes to motion for an extension. If a motion is made and seconded, an additional three minutes shall be granted for further debate.

 

Should a bill be deemed by the Lord Speaker to be of significant complexity or importance, the Lord Speaker may keep the initial debate period to ten minutes or let it be unlimited at their discretion. If an extension is motioned for and seconded by a member, an additional three minutes shall be granted.

 

SESSION LIMITATIONS

Each session within His Majesty’s Royal Duma shall be limited to a discussion of three bills to maintain focus and efficiency within its session. Any bills not addressed shall be carried forward to the next session unless withdrawn or tabled by the proposer.
