THE TARNAVON ALDERHALL

PREAMBLE

We, the residents of Tarnavon, hereby proclaim the incorporation of the village and its government under the auspices of His Grace, the Duke of Valwyck, enfeoffed within the Empire of Man. This charter declares the creation of the municipal government, enshrining the jurisdiction of law, and the privileges of the residents thereof. The institutions herein granted shall be formed in pursuit of a more prosperous and harmonious municipality. Therefore, it is resolved that within Tarnavon there shall be established a body to oversee the daily rule and needs of the village, and to gather the ideas and designs of many, so that its growth will not be stifled by inefficiency and malaise.

THE ORDERING OF THE ALDERHALL

BE IT RESOLVED that the village council of Tarnavon shall be referred to as the Alderhall. At its founding, the Alderhall shall consist of five seats. These seats shall be filled in the following manner:

 

I. BURGESS

• The Burgess shall be chosen by the villagefolk through a free election.
• The Burgess shall preside over the Alderhall and hold the chief voice in its affairs.

 

II. ALDERMEN

• The Aldermen shall be named and seated at the Burgess’ discretion.
• Aldermen shall be tasked with duties and offices according to the Burgess’ will, whether in trade, defense, works, or other matters.

 

III. VICE-BURGESS

• The candidate who stands second in the election shall be named Vice-Burgess.
• The Vice-Burgess acts as Second to the Burgess, and holds a seat as a check and balance upon the Burgess.
• The Vice-Burgess shall have a full voice in debate and serve as discourse within the Alderhall.

 

IV. ALDERMAN OF DISSENT

• The Alderman of Dissent shall be named by the Vice-Burgess.
• The Alderman of Dissent shall serve as Second to the Vice-Burgess, and represents the will of the opposition within the Alderhall.

THE INTERIM GOVERNMENT

Until free elections are called in Tarnavon, there shall be an interim government, set in place by ducal authority, so that the work of the Alderhall shall begin without delay.

 

INTERIM AUTHORITY

• A Burgess and Vice-Burgess shall be appointed by the Duke.
• These, with their chosen Aldermen, shall hold the five seats of the Council.
• This arrangement shall endure for an indeterminate span, until such hour as the Duke decrees that elections may be held, judging that sufficient order has been established.

 

INTERIM APPOINTMENTS

• Holly Roddham (@Piov) shall be named the first Burgess of Tarnavon.
• Fergus of Tonnbriste (@Quinn275) shall be named first Vice-Burgess of Tarnavon.
• Charlie Baruch (@Sander) is named Alderman.
• Maric Vanir (@importanthippo) is named Alderman.
• Malcolm Glenroth (@Drew2_dude) is named Alderman of Dissent.
