ANATIS COUNCIL ELECTIONS

269 S.A. |-+-| 617 E.S.

 

The following terms and processes of the First Anatis City Council elections are the establishment of standards to be set for future elections and the instructions for the completion of this; its inaugural committee.

 

{} SEATS of the CITY COUNCIL {}

The following positions are outlined by their names, responsibilities, and privileges within the City and the Federation overall.

[Seat 1/5] - Governor of Anatis

The governor’s tasks include those blending the interests of the city itself and the Belethian Federation as a whole. Foremostly, it is the chief seat of the City Council, and therefore directs its council meetings, delegates or completes tasks not already covered by the other seats, and serves as the City’s representative to other members of the Belethian Federation and the Crown.

As in conjunction with the document “Resolution to Unity”, the seat of Governor of Anatis to be held by the Matriarch of House Grisblood, and/or title holder of the Barony of Perduran for the period of 10 years (Until the year 278 S.A./626 E.S.) - after which point, it will become an elected position

[Seat 2/5] - City Mayor

Mayoral duties are focused on the citizenry within the walls and surrounding lands. This seat is responsible for the leading committees of event-planning and management of the many amenities of Anatis. In addition, the Mayor is the representative of the City Council to the individuals who live there, communicating the council’s actions and plans with the utmost transparency.

[Seat 3/5] - Chief Steward

In the simplest terms, the Chief Steward is tasked with updating the ledgers of property taxes and citizenship within the city & surrounding infrastructure. Accurate records of these are crucial to the most efficient operation of the city’s functions.

[Seat 4/5] - Chief Engineer

The Chief Engineer is tasked with the maintenance of high-skilled technology and machines. His/Her most important goal is to ensure the walls remain strong - both of the city, and of the houses - and that the things inside of those walls transcend simple woodwork and craftsmanship into fascinating contraptions and assets of defense.

The Chief Engineer, if he/she is to accept the task, would also be responsible for assisting in construction and reconstruction projects in the territory under the city’s jurisdiction. If this particular skillset is not to be accepted voluntarily, these latter duties may be delegated to other seats of the council, such as the Mayor.

[Seat 5/5] - Marshal of Anatis

The most straightforward of the 5 seats, The Marshal manages the calling up of militia for training, and in times of attack, for the defense of the city and it’s territory. Payments to city militia and to those who participate in extraordinary capacity as civilians will be arranged by the Marshal as well.

Due to its sensitive nature and the necessity for special training of He who sits in this seat, it is the only seat of the city council not subject to election.

 

[CRITERIA OF ELIGIBILITY]

1.  Candidate must be at least 10 years of age - in recognition of the recent show of trust bestowed upon a youth of the city by it’s gathered citizenry.
2.  Candidate must own or live within a registered property of the city & it’s surrounding territory. 
3.  Candidate must not have committed a crime within the city or the Belethian Federation on record in the past five [5] years of his/her submission of candidacy.

 

{} ELECTION FREQUENCY {}

The following points outline the terms and lengths thereof for elected seats of the city council of Anatis.

 

Quad-Annual Election Frequency

Seats of the Anatis City Council will be cycled every 4 years; such that those wishing to participate in the next cycle’s election may not have to wait long - while giving a sufficient period to execute and secure even the most complex plans put in place by those elected to the seats.

In the Case of Sudden Vacancy

Under the assumption that interruptions to the eligibility or health of these may unfortunately occur despite our best efforts, it is prudent to make precautions for those outcomes.

Upon the completion of elections, each Seat of the Council may select a chosen deputy from among the population of the city and its surrounding territory. This deputy will serve in place of the councillor if the above circumstances befall him/her. In the case that a deputy was not selected, the Governor will have the choice of appointing an emergency councillor to the seat, or performing the tasks of that seat to the best of his/her ability.

 

{} ELECTION PROCESS {}

The following points describe how elections are conducted

 

[Announcements of Elections]

Upon the start of the 3rd year after the conclusion of the initial election, it will be made known to all citizens of Anatis that the coming elections are upon them. Citizens will be able to immediately announce their intention to run, and submit their candidacy for the roll call

[Submission of Candidacy]

In order to be elected to a position, the following information will be necessary, such that a candidate’s eligibility may be verified, and after such, that their name and intended seat(s) may be selected by the voters (Multiple seats may be selected, but a candidate may only fill 1 seat). An example of candidacy submission is seen in the below;

[Debates & Speeches]

During the final week of the Council’s Cycle, it is the duty of the Mayor to host & facilitate speeches and debates for the candidates willing to participate in such. These may be on any number of topics, plans, philosophies, or what-so-ever the candidates wish to speak about, relevant to the discussions, which are hosted by the mayor or the Candidates themselves, if partiality of the Mayor is a subject of question.

The cycle goes as follows: 

3rd Wednesday - Elections Announced

Friday - Deadline for candidate entry

Tuesday - Deadline for Voting & Vote counting

4th Wednesday - The End of old, & Start of a new cycle, the New City Council takes its seats

 

Upon the conclusion of the voting period, the tallying of results will be announced to the public, and the tallies themselves shown openly for all eyes to see. Candidates are not to take seats in the Council until the end of the 4th week of the previous cycle.

Due to the necessity of establishing this city council without delay, the election results will be counted and take effect Two [2] Saints’ days after the deadline for candidate entries. ((OOC: Sunday, Jan.25))

Alexandria is confused as to why exactly Cesia is allowed to use the Grisblood name when writing missives. She shows the missive to Ser Rhaegar the Dauntless @Javert, quirking a brow in his direction. "You know, because Cesia is my friend I wanted  to be supportive, but that is not how titles work or how they have ever worked. It does not go to the wife if the husband passes. Are they aware of that? Should I go talk to them?"
