Our staff members are leaders in the community, not only in their roles on staff, but often within the ranks of various community groups such as realms, lairs, and more. Although we broadly trust our staff to recognize and avoid conflicts of interest between their staff duties and personal ties, there are some areas where despite the best intentions, conflicts are unavoidable. To help avoid potentially adverse situations, we have the following policies on community leaders being on staff:

Management

Team managers (or similar positions) may not hold any position that acts as leader of a realm. In addition, they may not hold a position equivalent to leader of the primary faith / culture within a realm.

 

Preface

It is with great caution that I post this report in hopes of both transparency and action for the situation that I am reporting. This report will most likely make myself a target of disdain , but to that I say I value integrity and transparency above all else.

Observing my own biases

It is very easy to claim that I am biased in this report, as I am undoubtedly aligned with a faction that is against the best interests of the staff teams that Squak represents. In regards to the current conflicts on the server, the Empire of Man vs Urguan + Hoard war, I am both ineligible to participate and have actively chosen to not partake in this conflict. To that degree, I have not actively taken steps to be eligible and have stepped down from a position in-roleplay that would give me any say in the conflict at all. That being said, I am not relaying the wishes or the intent of others, rather this report is aimed to shed light on the situation that I have found our server to be in.

Conflict of Interest - Management
On January 28th, 2026, I had gotten a notification from a player that had found an illegally placed ST sign on a lore-breaking built. What they had found is a sign that read "[ST Approved] Oyashiman Windows 10 Computer." I went to seek out the build, with the admin Smol_Bean. Upon finding the location, I used omniscience to figure out who the staff member that placed it was and promptly reported it to Squak so that action could be taken. The player in question was Kholidav, an alternate account of Unwillingly according to in-game tools, and the sign had been placed over 3 months prior to its discovery.

Upon messaging Squak, he had told me that he would simply delete it.

As of late February, when I finally had some time off of work to check back in on the server, I had found that Unwillingly had been promoted to Build Manager, to replace the previously departed Build Manager Fimlin. At this time, I was working consistent 60 hour work weeks so I did not have time to really look into anything further.

Unwillingly was and, to my knowledge, still is Nation Leader of Caurost, and has been for as long as I have been on the server (Since at least July of 2025). I have had a few interactions with them in-game and over discord, but was often busy do to their work on map transition to 10.0 and their duties as Nation Leader.

For Squak to promote Unwillingly to Build Manager knowingly that Unwillingly has been and still is the Nation Leader of Caurost is directly violating the Conflicts of Interest outlined in the Staff Conduct.

March 3rd, 2026: Now I had no reason to believe any malice by either Squak or Unwillingly, and I gave them the benefit of the doubt so I reached out to Squak in hopes of transparency or action. 

There was no response, and while I thought they might simply be busy, they were still making comments in staff chats after I had messaged them. Still, willing to give Squak the benefit of the doubt, I had waited a few days in hopes of any clarity or action.

As of March 6th, 2026, there is no indication of any action taken, and Unwillingly remains both Build Manager and Nation Leader of Caurost.

Inaction - Story Admin
It is no secret that Koyo-Kuni (now Kurai-Kuni) has been an object of scrutiny since Map Dev for 10.0. The blatant lore-breaking buildings and structures have been brought up and simply ignored. As the Story Admin that oversees the lore of LoTC, he has refused to take action against rule breaking structures. The current Implementation Manager (Dom) made land-scar tickets, but they were also promptly closed with no action taken.

Conflict of Interest - Moderation Admin
Since Mod Admin Josh's departure from the admin team, Squak has taken over as Interim Mod Admin and currently oversees the war. Now I had no reason to doubt his personal bias before, but with the aforementioned incident, I am no longer confident in such. The Empire of Man currently consists of at least 3 NL's that are members of the Story Team, and it currently stands that Squak makes the final decisions on rulings that have to do with mod interpretation of the rules. This is apparent from the public LoTC Moderator Discord in the channel labeled "empire-urguan"

Proposed Resolution
I ask that Squak step down as Interim Mod Admin due to his inability to remain neutral, and his position as the Story Admin be put under review. His integrity is put into question with his decisions, and I am no longer confident in trusting that he can remain impartial in his duties as an Administrator on LoTC.

i am currently on my 30th consecutive smoke break for this hour at the hospital so i can’t respond much but i can give quick bullets

 

The meme sign was dealt with months ago when you asked (I don’t think this was harming the server but i obliged) same day and notified unwillingly 

 

unwillingly was promoted, daisy then said an anonymous reporter stated it was against rules, which it was (not to my knowledge, having believed st managers were exempt, but this was the prior rules), so we had a unanimous admin vote to make an exception for unwillingly since build manager is more or less harmless and is just doing paperwork (unwillingly does not get to pay out her own builds and is required to thoroughly log payments the same way i did + extra receipts, which she has needed to pay out only once since i’ve done the payments). We agreed to amend the forum rule to include exceptions but had not implemented it yet. 

 

I sent up mod candidates and team review to admins, we are following up with interviews this week which moderation is aware of 

 

My contribution to mod team in February past getting war started has been pinging spoopy to play games, calling halt a bum, calling seva a bum, and harassing trinn - they have been fully autonomous and i have had zero calls or shots made during war past the first warclaim because i want moderation to have autonomy and jurisdiction over themselves

I suppose also i prodded to get warzones done (they made these rules without me, just pending my final thumbs up) and to do a proper training process but they’ve done these things themselves more or less. Moderation has not come to me for any ruling or official stamp on anything whatsoever except for warzones which they made internally without me. 

 

if mods also don’t deem stuff in koyo a landscar then it’s not a landscar, anyone in landscar coop chat (rvery staff team except CT) can bring up landscars and they have and majority said they weren’t. The message you are looking at (just below where you cropped) says it’s a joke. it is a joke being brought up. i was both not online, not around, nor talking to any moderator regarding koyos builds. Mod team don’t deem them landscars, they got through prebuild (which you were a part of), and were approved of both then, between, and now by staff. I have had absolutely nothing to do with any of these three decisions and I implore you to find any evidence against so.   

 

I do not feel oppositional or that any factions exist that i am with or against other than having friends on the server i talk with, i play an imperial who was shelved for 8 weeks but that’s about it.

 

I find this report immature that I (feel i) have to respond to accusations in tripart settled, having no involvement with me, and a woefully ignorant take on rulings of a team you are neither a part of nor correct in saying i alone am mod admin in, further, involved single-handedly in making calls in.

You filed a staff report so I assume the idea is have mods deal with it? I know Squak previously got reported but that one was much more in our purview than this can be. I will acknowledge the claims made here though very broadly.

Conflict of interest - Management:

- I don't know why you omni'd an ST sign you can literally right click it and it tells you who placed it btw.
- It is true that Unwillingly being build manager and NL would violate the conduct. However this falls under admin purview as well and if Squak claims it was agreed upon then admin decision would overrule their own policy.
 

Inaction - Story Admin:

 

- Landscars are a mod initated process and is under our purview to determine if something is or is not a landscar. We can consult ST on the matter and they can tell us if things would be lore breaking but the execution of such still falls under our hands. As for Squak's possible input into the matter it does not exist and as he mentioned he leaves us to make our own rulings and just gives a stamp when we ask for one.

Conflict of Interest - Moderation Admin:

 

- Squak does not oversee the war, after the first warclaim where him and Daisy in collaberation made some rulings full control has since been handed off to our own team management. Any of Squaks responses since then have been backing up rulings that we made internally or already in the war chat that were being argued.
