May be a few relatively cheap apartments left in Laurelin, check just east of the Gauntlet though I'm not sure.

Easiest way is to sort this in-game. There are signs around for who to contact. Just keep trying till one of them is online and they can assist. Because Malinor is so elfy there isn't a slums type area, so cheap housing sortof doesn't exist.

Yes, I think the cheapest house in laurelin is 16000 or 1600 dont know realy...

I know there is one for 6000 and one for 10000 but if you just run around town you will find more I think
