There is no need for redundant council members. Hayden can sit as a guest and voice his opinions, but he cannot vote on an issue.

Once the chaos is cleared, we should go back to the old government, but still have the council present. A king and/or queen with a council to help them decide decisions.

I think he meant that the council brings matters up, and the king can override it if he wants. Basically, the council finds a topic, discusses it, votes, and then the king votes.
