*A bulky packet of handwritten text was left behind on the reading table of Haelun'or college. You, a true High Elf, are immediately intrigued by the unknown literature. Sitting yourself down at a secluded seat, you begin to read*

I Ellir'siol, keeping foremost in mind the prosperity and wellbeing of a prospering Elven society, have tasked myself with the creation of several motions (Henceforth known as 'the Ellir reform') that will serve to shape the unity and rights of the High Elves for the better. It is my request that the Heial'thilln reads and votes on each one as is, or else release a modified version to the public before voting.

It is of my opinion that the High Elves are both in deserving and in need of a strong governing body, utilizing a system of transparant and firm laws to ensure our overreaching ideal "Maehr'sae Hiylu'ehya". Because of this opinion it is that I humbly but urgently request the next oment'Heial'thilln will be held swiftly and act decisively.

Motion one: Definition of the Haelun'or citizen.

The council will understand that a Citizen (linir) of Haelun'or will be those who:

  • Are proven pure-blooded Mali'aheral
  • Possess a home (lin) within Haelun'or or its governed colonies or share one with exclusively other pure-blooded Mali'aheral
  • Have vowed themselves supporters of the High Elf ideal (maehr'sae hiylu'ehya) and promise to uphold its customs.
  • Have at least one (oem) book of merit published in the Haelun'or library tareman'niut after purchasing their home.
  • Have shown an elementary understanding of the Elven Tongue (san'Mali) and are able to speak basic sentences.

Motion two: Classification of laws

The council will henceforth distinguish between a first, second, and third class of motion.

Class one laws (tir'oem) include:

  • The creating or breaking of alliances, trade agreements or embargos
  • The declaration of war against a neutral or allied nation.
  • Any major reformations of the city encompassing at least thrity (telu'hael) percent of availible space or twenty (telu'niut) of occupied space. Such reformations will require the release of blueprints in the public domain.
  • Any fundamental motions that clearly add or substract from the Mali'aheral governing ideal, maehr'sae hiylu'ehya.
  • Any laws that account for a policy or dispostion change of the entire subrace towards any affair, be it internal or external.
  • The addition or removal of any tir'oem or tir'hael laws.
  • The removal or modification of any point within the Ellir reform.

It will be the right of any Citizen (see motion one) to vote, in the public domain, upon any tir'oem the council puts forward. The council will release any tir'oem in the public fora at least one week before said referendum closes and the tir'oem is passed.

Class two laws (tir'niut) include all those decision not falling within the profile of an individual Okarir, the Maheral or the Sulii'ceru, nor are mentioned as a class one law. Any tir'niut may be voted on and passed directly in a oment'Heial'thilln.

Class three laws (tir'hael) include any decisions that may be enforced at the disgression of a particular Okarir or the Maheral. Laws of this class are defined by being in motion four to six.

Motion three: Definition of the Heial'thilln

The Heial'thilln shall consist of:

  • The Maheral, whose single vote serves as a tiebreaker.
  • six Okariran, allowed to cast or withhold a single vote.
  • Sulii'ceru, who is granted no votes, but special privileges.

Any Citizen has the right to audit any meetings held by the council, but are not entitled to speak or cast any votes.

It shall be within the duties of the council to:

  • Meet no less than once every twenty-one (niut'telu oem) kariman
  • Only continuing each meeting if it is valid, requiring that at least 3 (hael) of the Heial'thilln (excluding the Sulii'ceru) are present.
  • To discuss any tir'oem and release these to the public for referendum.
  • To vote upon and pass any tir'niut
  • To beign upon the maehr'sae hiylu'ehya and ensure it is beign followed by all Citizens.
  • To serve as a teacher and guide to all citizen when opportunity allows.

It shall be within the duties of every individual council member to:

  • Fulfill each of their duties defined in motion four to six or be administered a black mark (barbun).
  • Receive no less than three (hael) marks within a period of nine (moiel) Elven weeks.
  • To willingly relinquish their position from the council if the above requirement is not met.

Motion four: Profile of the Maheral.

It shall lie within the profile of the Maheral to:

  • ensure oment'Heial'thilln is held no less than once every twenty-one (niut'telu oem) kariman.
  • announce such oment in the public domain at least one (oem) kariman in advance.
  • ensure no tir'oem are passed by the oment'Heial'thilln without opening a referendum of a duration no less than three (hael) kariman.
  • appoint a Sulii'ceru and give them a written and signed proof of position they may use to proof identity when necessary.

Motion five: Profile of the Okariran

There are six Okariran, known as the Okarir'acaln, Okarir'indor, Okarir'leyun, Okarir'lliran, Okarir'sil and Okarir'tayna. Each shall be given an individual profile.

Okarir'acaln:

  • Ensures the cities prosperity
  • Is charged with keeping taxes and the treasury.
  • Personally oversees and appoints tax collectors and allows nobody but said appointed to collect such taxes.

Okarir'Indor:

  • Writes council minutes summarizing each oment'Heial'thilln.
  • Releases these minutes in the public library for perusal each time
  • Has permission to negotiate with outside legal bodies about any affairs regarding the schools and colleges of Haelun'or or its colonies.

Okarir'Leyun:

  • Is tasked with giving every pure-blooded High Elf a bed and help them on their way to citizenship.
  • Makes sure no such homeless exist for more than fourteen (telu vailu) kariman.
  • Personally oversees and appoints the building and construction teams and allows nobody but said appointed to modify the city.
  • Ensures no unpermitted modifications to living spaces are made.
  • Makes sure no such modifications exist for more than seven (laier) kariman.

Okarir'lirran:

  • Keeps a record of alliances and hostilities within the public domain
  • Is tasked with providing a copy of signed treaties for perusal in the public libraries.
  • Personally appoints any diplomats and allows nobody but said appointed to negotiate with other sovereigns or nations on account of Haelun'or.

Okarir'sil:

  • Is tasked with leading the guarding force and army of the Mali'aheral
  • Will allow no pure-blooded High Elves to be killed by the guards.
  • Will attempt to minimalize the trouble created by impure races within the inner city.
  • Will be charged with writing appropriate punishments for violations and ensures such document are up-to-date and availible in the public domain or library.

Okarir'Tayna:

  • Keeps record of any magic users existing among the Citizens and the spells they posses. This record will be kept in the private library for requested perusal.
  • Ensures that magic is only taught and used by Citizens within Haelun'or.
  • Will refer any unlawful magic users to the Okarir'sil as lawbreakers.

Motion six: Profile of the Sulii'ceru.

The Sulii'ceru will be required to:

  • Keep his identity secret to all but the Maheral. An exposed Sulii'ceru will be retired.
  • Keep a record of adminsitered black marks of any of the Heial'thilln and request the resignment of those who surpass the allowed norm (as defined in motion three).
  • Immediately strip of their title those of the Heial'thilln who are found to be either impure or knowingly violating the maehr'sae hiylu'ehya ideal. In this event, the Sulii'ceru will inform the Maheral who shall ask the violating member of the Heial'thilln to step down (or step down himself if he is in violation). The council member in question will be suspended, pending a vote from the remaining members.
  • In the event the Maheral refuses to act out the suspension of the Sulii'ceru, or knowingly suspends a member not recommended by the Sulii'ceru, the Sulii'ceru shall use his proof of identity and expose himself and order the Maheral to resign. In this case, the Sulii'ceru shall resign himself immediately afterward.

I see two issues in this.

The first one is just a small contradiction: according to these reform, you need a tir'oem to add a tir'oem.

The second is a despicable one. The most important part of Haelun'or, the college, isn't even mentioned. I know we mustn't go too fast, but at least we need someone to make sure it's development and implementation is a first priority. I would assign this job to the Okarir'Indor.

Quickly afterwards, a response was pencilled into the flyleaf.

No contradictions here. If any type of law enforced should be classified as tir'oem, the people must first decide that this kind of law in fact deserves to be tir'oem.

Alternatively, the council can not strike any of the mentioned tiran'oem from the record without holding a referendum first. This is to close loopholes.

When the college is opened, the library indexed, and classes commenced we can apply a new motion regarding conduct for the college. For now, the inactive college does not need to be accounted into the council's profile, as establishing themselves has priority in my reform.

Throwing a quick glance around the classroom, he nods in determination, retrieves scribing supplies and begins creating two new documents, the first of which is placed on the town notice board whilst the second is binded to the original body of text found lying on the desk.

"Upon my perusal of the item left within the College I take this opportunity to inform the council members of my request to familiarise themselves with its contents, which I have relocated to the secure section of the library, the keys to which should already be in your possession; said item is marked with a red ribbon. Whence you have completed this task, fill out the accompanying note that I have provided."

Unlocking the heavy wooden door that serves to bar the entrance to select volumes in the College, a large piece of parchment contains the following:

"By means of this note I express my support of the Ellir Reform, with only minor exceptions regarding the roles of the Okariran as they are described. In addition to the aforementioned, the Okarir'Indor should also be granted some power in diplomacy to accomodate the progress of technologies which they are tasked with overseeing, possibily requiring formal arrangements with foreign bodies.

I also wish to include a mention that each Okarir serve as a teacher when opportunity permits, providing the chance for newer generations to learn from them, so that when the time comes for the mantles to be passed they are fit to assume these roles. Should the other council members wish to voice other conditions upon which they will give their signatures of consent, write them down upon the allocated space of this parchment below."

Looking slighty further down on the paper you see ruled margins and labels indicating spaces for signatures and notes, one portion of which has already been filled out.

One: where can I find the official rules of Meahr'sae Hiylu'ehya? Of course I know the general Idea, but I dont know the details.

Two: what is concidered "unlawful magic" ?

I would be pleased if you could awnser my questions.

The maehr'sae hiylu'ehya is the ideology of our ancestors. They are not rules, they are a mentality which High Elves seek to honor; behavior and law in Mali'aheral society is designed to accomodate this mentality. ((you can read the wiki page for more info))

Unlawful magic is, as described, any magic used within the walls by non-Mali'aheral or magic practiced by High Elves purposely but not registered with the Okarir'Tayna.

It should be noted that the Ellir reform, if accepted, will itself count as a class one law and will need a referendum to overthrow. This is to protect our noble and honorable society from any corrupt council in the future that ranks its personal ambitions above the good of the Mali'aheral society.

Anything about non-council members voting should be removed from the reform, please. Remember our politics is run by merit not charisma which means the public shouldn't be able to vote and protest certain laws.))

The assignment of sitting council members was done with haste and, no less important, while I myself was on expedition to find literature left scattered by our noble Mali'aheral predecessors. Their merit was not unquestionably proven to our praised society or blessed ancestors; not over those praised Mali'aheral who will see the benefit in strengthening their kin by working towards defined citizenship as per Motion one (oem).

Secondly, a referendum has absolutely no connection to charisma, as your argument implies.

I would expect the council to remember that when they bring this reform to a vote.

It does, actually. If someone is good at his chosen profession but the people despise him his otherwise well-thought out and good proposal will most likely be rejected. The common people can not see individual merit when their judgement is clouded by a shroud of hatred. Likewise, if someone has come up with an awful proposal but is a charismatic and upstanding citizen it could in fact pass and as such we would be stuck with a faulty tir'oem. These are the flaws of democracy.

Hello, you seem very well educated, why have I not seen you around more? I like these laws very much, but before I support, I am a bit skeptic of who you are... Before I support this I would like to see you around and such to know why someone I do not even know is changing our entire government set up. Thanks.

Another note was added to the growing packet, written in the same unmistakable hand as who has written the reform:

Perhaps you need to familiarize yourself with these laws, further, and you would see that the opposite is true. Any tir'oem, presuming the Ellir reform was in power, would be released by the council and voted upon by the people. The council releases any referendum as a governing body; it is not released by the main proprietor among the council members. Furthermore, The reform explicitly states Citizens individually, do not have the right to commence a referendum and expect it to hold lawful sway.

Even if the Heial'thilln was an unquestioned legal body, and your vision was enforced, it is in this council any law would have to be suggested by the individual member, and voted upon by the full-numbered council itself. The council is in full knowledge as to who proposed the law and, considering the internal struggle that exists in all men and women of ambition, is at full leniency to thwart a proposal if it means irking the council member who proposed it.

Who then, is most likely to be swayed by charisma? The Citizens, who see any referendum for a tir'oem being released by the Heial'thilln as a unified unit and not any individual council member, or the council, who are in full knowledge of who has porposed the tir in question?

Your logic is challenged, Mali'aheral. I will trust you can reach the same conclusion as I have, uninhibited by emotion and instead driven by sound mind like the proud possessor of honorable Mali'aheral blood. I would question your support to the Maehr'sae if you did not.

Do not play that card - a very human saying. I feel rather unclean even saying it, actually, but that is another topic. Do not use the Maehr'sae as a trump. I will support this reform if indeed the proposer of a tir'oem is not revealed to the general public.

Two cross outs were made in the Ellir reform, each of them marked by a calligraphic 'E' signed next to the edit. An explanatory note was found at the bottom:

Changed were:

1: The minimum amount of days a referendum should be open (7 -> 3)

2: The minimum amount of days a oment'Heial'thilln should be anounced in advance (2 -> 1)

This to show my continued trust in the Heial'thilln and to speed up any executives made by them. I, Ellir'siol, trust in the goodwill of the council and their ability to judge how long referenda and announcements should be open. The new daycounts serve as a minimum, allowing the council to make quicker decisions and speed up fulfilment of the Maehr'sae. Of course the council is more than welcome to keep referenda open and announce council meetings for longer.

Furthermore, the council can vote upon this reform now and, if urgent matters need to be fulfilled still, decide it should be in power only after a period of delay. This will allow the current state of rebuild to progress as fast as possible.

A notice is made available for public viewing in Haelun'or, bearing the insignia of the Maheral

In light of the fact that the majority of the council opinion lies in favour of the Ellir Reform, barring further disputes within the following two fortdays the new system will be implemented and shall take full effect after the passing of one elven week to ensure no current projects see delays.

In accordance with the alterations this will bring it is advised that all current residents of Haelun'or ensure their citizenship by adhering to the first motion that is detailed in the reform. Those that have continued to provide their support are appreciated in their efforts and will be justly rewarded for them.

Should any members of the community find difficulties arising from the changes brought about they need only seek councel; answers are given to those that pose queries and wisdom blesses the inquisitive.
