I have been here, in Kal’Urguan then Karik, since I was born and I have always been satisfied with the Kings, some weren’t as good as others but I am going to say, they have all done a Great job on the Kingdom and so will I, this is my home and that is why I will keep it safe and prosperous if possible.

Full Explanation; First Council.

The Grand- King ( Highest Rank )

Chosen by the councilors and possibly removed by the councilors if a minimum of 7 Agree it.

The powers of the the King include diplomacy with other nations and the ambassadors. The Grand- King has the last say on all things. He must also oversee the Guilds, Lords, Clans etc. and the Grand- King also runs the quota system since this is done at Guilds. (( A King must do all the regioning, he has the last say on many projects and decisions.))

The War- King:

Has absolute control over the Legion. He is also in charge of the defences in the nation and its walls. All alliances and enemies are sorted out my him and his job is to keep us safe and defeat our enemies. ( this is considered equal to Grand Councilor of War but with more say.)

The Politics and Commerce- King:

In charge of maintaining balance in the political system. He is supposed to monitor the economics of the kingdom and make sure the kingdom has enough goods. He should be creating alliances and trade with other nations, he must keep the Kingdom safe within talking.

High- Councilor:

They are outranked by the Kings. Ruler of a Hold that falls under the command of Karik, but this Hold is however independent and has its own council if required, the High- Councilor also presides over the day-to-day affairs of his Hold.

Full Explanation; Second Council

Archbishop: (Vote Count: 1)

Goes over all Religious matters, decides which Religion and Paragons the Dwarves believe in and goes over the Religious sector.

Head Miner: (Vote Count: 1)

Rules and decides over the Mining Guild, establishes Mining colonies like Kal’Dwain.

High Architect: (Vote Count: 1)

Constructs the Architecture, and in charge of the Architecture Guild. He thinks of new plans and discusses them with the Kings and Council, afterwards when accepted he and his appointed helpers construct accepted projects.

Forge Lord: (Vote Count: 1)

In charge of the Grand Forge and constructing tools, weapons, and armor for the Kingdoms armies and architects.

Head Guard: (Vote Count: 1)

Rules the Guards and its affairs but outranked by the War- King, which is in place advised by the Grand King. He accepts Guards.

Head Remembrancer: (Vote Count: 1)

Holds and protects the Great Axe (Enchanted Axe, possibly re-named) and records all the history and evantually puts it all into archives.

High Ambassador: (Vote Count: 1)

Arranges talks with other nations, advises the King on how to deal with other nations, advises the King on who to side with when two nations going to war, negotiates with nation leaders in times of war and sets up embassies in other nations.

E.g.

Alliance between Oren and Kal’Urguan

Alliance between Aeriel and Kal’Urguan

Alliance between the Kaxil clan and Kal’Urguan

Giving advice to King on how to deal with the Purge

Joining the United Aegis Coalition

Creating a coalition between Kal’Urguan, Malinor, Renatus, Krugmar and Hanseti.

Negotiating an end to wars.

Making defensive pacts with other nations.

Advising King on how to turn nations against each other if they are both a threat.

Advising the King on whether war with a nation is the best option.

Grand Champion: (Vote Count: 1)

He is in lead of the Entertaining District, where the arena is settled, and they can re-create, have and plan events but must inform a king when he is planning on having an event or something big built.

Full Explanation; Clan Council:

The Clan Council decides together with the Second council decisions that has to be voted on, this will Grand a lot of opinions to come into a Vote. It also aranges events within the Clans and co-operation of the Clan Leaders is required with this. Every Clan Leader will get Vote Count: 1

Quotes from Charles which would as well be implemented in this Governmental System:

The Quota system:

The quota system is a system that will be used to provide materials for the kingdom instead of having Dwarves deprive the kingdom through their demands. They will instead have jobs in which they will have a quota of materials they must give to the kingdom per elven year. This way the workers pay for their use of the facilities and allow the kingdom to plan events and give back to the people, and new Dwarves.

The "Catch":

is that if a Dwarf fails to pay their quota, they will loose their permissions to use their home, and the items they own will be revoked by the kingdom and stored away in a chest until the dwarf pays his quota. If a dwarf fails to do so within 3 elven weeks ((3 days)) their items will be permanently revoked and given to the kingdom where the Dwarf must prove himself again through purchasing a new home, and working to meet his quotas.

Housing:

Cheap housing will be provided for 500 minas, these houses will be 5x5 and will fit all of a dwarf's needs.

We talked about the price per size in the meeting and it resulted this and I totally agree!

To avoid this issue during long journeys:

A dwarf must report to a overseer and must notify him of his long years journey, failure to notify the Overseer of said workers job will cause the catch to be invoked. The dwarf can also insert a surplus in to his chest to pay off any future debts. (see below)

This was always a rule in OOC but to clear this up ICly is a good idea[./color]

How the quotas will be collected:

The quotas will be dropped off in a locked chest in the bank, the dwarf may go into the bank and drop off his quota which will insure it is paid. This then will be checked every elven year by the Overseer of economics to determine if the dwarf has paid his quota.

Supply distribution:

Supplies will be distributed by the workers in economics, they will insert enough food to last a dwarf a year, depending on the dwarf's ability to pay the quotas. Tools will also be distributed and supplies depending on the dwarf's occupation. If the Overseer sees a decrease in supplies they must sign the list and have it considered by the advisers and king who in turn will purchase the goods from other kingdoms or will extract it from the kingdom supplies.

This system is in place to prevent Hoarding and allow the kingdom to be able to supply the Dwarves with

feasts, events, and military if in conflict with other nations.

Ideas that I will put through:

The Kings Money:

The money of the Kings is divided at the beginning, the Triumph King receives 40% of the money for all the payments of all jobs, the War- King receives 10% to handle the army and pay for the members that have fought in War. the Politics and Commerce King gets 40% since he has to buy every supplement for the nation, this includes.

Permissions:

I will secure the city neatly, meaning I will divide the City in sections (e.g. Kalurguan and Outerkalurguan) and I will only give a small amount of people whole access to the city, so that there won’t be much things stolen from the homes and that there won’t be much griefing within the Kingdom.

i think this system would work better, because this has three kings and it is worked out well, but we need a high merchant.

Alt'ough some claim det dis is just anudder man in de Braveaxe dynasty, I t'ink Broski's system be sound n' well. It combines elements of all de' dwarves n' produces a strong government backed by t'ree kings. I like it a lot, especially wit a balance of power between 3 kings.

I think "the workers" should be paid, not the otherway around. Maybe i don't get the idea behind it at all.

I think "the workers" should be paid, not the otherway around. Maybe i don't get the idea behind it at all.

I see, well for instance, they, the miners, will provide us the materials they aquired in the mine and then they get paid by what we have (House, food, minas) and then we can use those ores to give them to our Architects for coal and stone, Farmers for hoes, Legion for armory and even the Miners for equipment! Does this sound better to you?

Te elaborate on what Broski is sayin', ye would give back fer usin' public land. Ye can still be paid by guilds er shops if ye work fer 'em.

So if someone has no need to use the public lands, then would said person still need to fulfill a quota?

So, there will be no taxes for the higher class ? For people who can afford their own homes and own supplies ?

((I got another problem, i like to state. Its more a design question.

I'm currently a merchant in Salvus, i'm running a well-running shop right on the town square. I got a lot of customers due to the fact, it has a very good location. Sometimes there are up to 20 people around and i'm not even on to the peak times.

I'm just not able to open such a shop in Karik, because there is no central gathering place. Even the taverns are hidden behind the arena and the shops are even in another district.

I don't know if i'm asking too much, but we should try to create such a gathering place. Right now when i come to Karik, i sit in our clan hall, because there isnt really any other place to be. I hope you understand what i am asking.))
