Is the lack of seeds being returned by farming a bug? I got maybe one or two seeds for a crop of about 20 wheat.

yea I am level 85 farming and I get 28 seeds for harvesting 64 wheat.

Don't think its a bug. It is a real problem. In two days I have completely wiped out all of Malinor's spare seed supply. I created a post on this in the feedback section.
