If I'm right on what you're saying here, you seem to think that all Counts and Barons are not approved nobility by the emperor, though, I think each of the only 2 Barons are approved. Those would be Baron Hadrien de Sarkozy, and Maric Varodir, though, both are approved by the Emperor, and have the Imperial seal. I'm not sure about the Counts, though.
