Well, RPly what is stopping those 10 characters to teach themselves magic? Well time, effort and difficulty of learning. Its all still there, minus the tedious OOC application which places a magical barrier (seewhatididthere) in-front of the progress of your character.

No i will be overseeing everything. And we have a check system in place when it comes to exams and actually approving a player of his magic app and approving progression of tiers. We will still be in full communication with each other. Its just now you report to one person and that person spreads the info for a group decision.

With the current system, all official overseeing will be done by MAT members, that doesn't mean you can't help someone out with their rp, however.

Those of you are that already on the old system, approved app and learning; you can continue with that system. So if you were overseeing another area; go ahead, the more help the better. People wishing to begin to self teach themselves. Must find an OOC teacher; either a magic team member or actually teacher, ask them OOCly to monitor their magic. Submit the basic forum app that has been described above. Spend 2 months learning magic while be taught the basics and lore by their OOC teacher. And after 2 months their OOC teacher would notify the MT that their OOC student is ready to be tested and approved for a full on magic app.

Edit: I cant see it anywhere.. buuut is this officially released? if not do you have a time range in which I am allowed to seek an ooc teacher because I want to be self taught~
