Edict of the High Steward

Issued and confirmed by His Imperial Majesty the Holy Emperor of Oren, Horen V

 

At the will of His Imperial Majesty the Holy Emperor Horen V, the powers and duties of the High Steward of the Holy Empire are enumerated herein.

 

 

Section I

Powers and Obligations of the High Steward of Oren

The Title High Steward of Oren accords the holder certain powers and obligations, as declared in trust by His Imperial Majesty the Holy Emperor Horen V. The Title provides and entrusts as follows:

 

  • The Duty to ensure the efficiency of the Imperial government in all matters, from the most minute to those of the greatest import.

  • The Power to assume the minor duties of the Holy Emperor and High Chancellor should either or both not be able to perform their obligations to the Empire.

  • The Duty to provide a concise quarterly report on the respective statuses of the noble and common infrastructures of the Empire.

  • The Power to manage the activities and organization of the noble and common infrastructures, in a manner consistent with his duties as High Steward of Oren.

  • The Duty to ensure the Order of the noble and common infrastructures, and to keep accurate record of those infrastructures.

  • The Power to temporarily adopt the title and property of a deceased, absentee, or unworthy landowner until the Privy Council should choose to designate a new owner.

  • The Duty to ensure the continuing good relations of the Holy Emperor and Empire with the various vassal states of the Empire, and with the foreign nations of the world.

  • The Power to organize meetings with foreign dignitaries, and to operate the domestic household of the Emperor, and to establish embassies in foreign lands.

  • The Duty to provide a concise quarterly report on the relationships which the Empire maintains with its various vassal states, and with the foreign nations of the world.

  • The Power to periodically travel to vassals and foreign lands in the Holy Emperor’s name, to act as his favored ambassador and negotiator.

  • The Power to negotiate and establish treaties on behalf of the Holy Empire, as the Emperor’s Peace may demand.

  • The Power to designate certain members of the Orenian nobility and military as his personal entourage and host of bodyguards, to accompany him in the foreign lands which his duties may demand he visit.

  • The Power to hire and control the employ of staff of the household of the Holy Emperor.

  • The Power to assume control of the Imperial Household should the Holy Emperor and his chosen proxies prove unavailable.

 

 

Section II

The Privy Council

The Holder of the title of High Steward of Oren shall have the right to participate in meetings of the Privy Council, and shall be considered a Privy Councilor of the Holy Empire. In addition, the Holder of said title shall advise the Holy Emperor and his designated subordinates in all matters which concern his duties and any further council he may provide.
