Edict of the

Lord Imperial Physician

Issued and confirmed by His Imperial Majesty the Holy Emperor of Oren, William III

At the will of His Imperial Majesty the Holy Emperor William III, the right honourable

Malineer Dralguna is hereby declared the sole and legitimate Lord Imperial Physician of the Holy Empire, a title to be held by him in trust to the Imperial Crown of Oren.

At the will of His Imperial Majesty the Holy Emperor William III, the powers and duties of of the Holy Empire are enumerated herein.

Section I Rights and Powers

 

 i. The Imperial Physician serves as the leader and overseer of all matters medical, artisan, alchemical and artistic within the empire.

    I. The Imperial Physician holds the power to appoint Alchemists, Engineers and Artists who will serve as his administrators and advisors

II. The Imperial Physician holds the power to appoint Healing, Alchemy and Engineering Licenses to those he judges to be properly trained.

III. The Imperial Physician holds the power to oversee, approve, deny and edit the curriculum taught to students of  Alchemy, Engineering, Art, and Healing.

IV. The Imperial Physician may investigate groups for unlicensed healers, alchemists and engineers with the aid of any military within the empire with the approval of the Emperor or Lord High Chancellor.

V.  The Imperial Physician may revoke or suspend Healing, Alchemy or Engineering Licenses with proper reason, if asked for reasons he should also be able to answer fully.

VII. The Imperial Physician holds the duty to appoint licensed physicians and alchemists to the Duchies and Counties of the Empire.

IIX. The Imperial Physician may arrest or detain citizens of the Empire who he believes to be using Alchemy or Healing irresponsibly or without license and bring them to a legal court.

IX. The Imperial Physician may arrest or detain nobles of the Empire who he believes to be using Alchemy or Healing irresponsibly or without license with the permission of the Emperor or Lord High Chancellor.

X. The Imperial Physician may investigate and take surveillance of groups within the Empire  with proper reasoning or cause with the approval of the Emperor or Lord High Chancellor.

XI. The Imperial Physician may teach and assign teachers to members of the empire at his will.

XII. The Imperial Physician holds the duty to oversee the training of every member of military within the Empire in basic healing.

XII. The Imperial Physician holds the duty to place into each branch the military of the Empire at least one licensed alchemist and one licensed engineer.

XIII. The Imperial Physician may command knights or other military orders to assist in their investigations or warrants of arrest with the approval of the Emperor or Lord High Chancellor.

"the purpose of the edict and the order and education in question will be revealed within the elven week when preparations are complete. Currently practicing physicians of the will only have to suffer through a small test to prove themselves and perhaps a refresher course should they fail. contact the Imperial Physician via bird if you have questions. However I will leave you with the notice that the order's main goal will be the free treatment of citizens and education."
