    This act shall establish a national language and protection status over regional and historical languages, maintaining both national unity and regional diversity.

     

    INTRODUCTION

     

    The Holy Orenian Empire is an expansive conglomeration of peoples stretching from north to south, speaking a variety of languages and dialects. In maintaining proper communications, a singular lingua orena must be established while allowing large-scale regional dialects to be protected under provincial law.

     

    SECTION I:

    Establishing the National and Formal Languages of Oren

     

    The national language shall be the primary language of business throughout the nation, in all dealings governmental or commercial. The formal language shall be the primary language of script in all declarations, writs, edicts, and acts made by the Crown, the Senate, or any government organization in service to the nation.

     

    The national language of the Holy Orenian Empire will hereby be Alkazaran Jrentic (Common).

     

    The formal language of legal documents of the Holy Orenian Empire will hereby be High Imperial.

     

    SECTION II:

    Establishing the Protected Languages of Oren

     

    The protected languages shall be the languages of provinces and important minority peoples which are defended by law from discrimination or oppression by authorities or civil personnel.

     

    The protected languages of the Holy Orenian Empire are as follows,

    This act shall create a prohibition on the import, sale, and consumption of tobacco and cacti from foreign nations.

     

    INTRODUCTION

     

    The growing use of tobacco and cacti in social and recreational settings has created a necessity for regulatory measures by the government. In maintaining the desires of the ‘Tapestry of Man’ and avoiding unsupervised use of foreign substances, use of the drugs shall not be infringed but only on those not produced within the nation.

     

    SECTION I:

    On the Prohibition of Foreign Tobacco and Cacti

     

    The import, sale, possession, and consumption of foreign grown and/or produced tobacco and cacti are hereby prohibited. Those found in noncompliance shall be charged with a Class I Class E (Basrid Amendment 1751) offence (see Title I).

     

    The export, sale, possession, and consumption of domestic tobacco and cacti and from parties with special treaties are not affected.

    This act shall create the honorary position of Surgeon-Sergeant of the Senate, staffed by a physician accredited according to the Medical Validation Act of 1738 which serves at the discretion of the President Pro Tempore.

     

    INTRODUCTION

     

    The Senate has long soon numerous injuries, deaths, and mysterious disappearances from its senators in the short one and a half decades it has been established. In order to increase the standard of health amongst the serving chamberpersons and after the great tragedy of the Wright-Callahan duel of 1751, it is seen fit to appoint an honorary doctor to tend to the needs of the senators. This act takes its name from the doctors and former senators Sir Charles Napier KCM and Matthias Rutledge who saved the lives of the injured senators on that afternoon.

     

    SECTION I:

    Establishing the Position of the Surgeon-Sergeant

     

    The honorary position of Surgeon-Sergeant is established as a position upon the Senate Staff, to serve at the health needs of the Senators of the chamber. The officeholder must be an accredited physician as per the Medical Validation Act of 1738.

     

    The Surgeon-Sergeant is chosen and serves at the discretion of the President Pro Tempore.

     

    The Surgeon-Sergeant is reserved a seat in the upper rafters of Varoche Hall for the cases of emergency, but may only enter the chamber when dire need arises.

    An act to establish a codex to refer and prosecute actions of treason or sedition by citizens of the Empire.

     

    INTRODUCTION

     

    The purpose of this act is to establish legal definitions for actions that may constitute treasonous or seditious activities, ranging from high treason to petty treason to sedition.


     

    SECTION I:

     

    To define the status of High Treason.

     

    1.  Within the realm, or without, compass, imagine, invent, devise or intend death or destruction or any bodily harm tending to death or destruction, maim or wounding, imprisonment or restraint of the person of the Emperor.
    2. Within the realm or without, compass, imagine, invent, devise or intend to deprive the Emperor of his crown.
    3. Within the realm or without, compass, imagine, invent, devise or intend to to levy war against the Emperor, “within this realm, or without”.
    4. Within the realm or without, compass, imagine, invent, devise or intend to adhere to the Emperor’s enemies in his Realm, giving them aid and comfort in his Realm or elsewhere.
    5. Within the realm or without, compass, imagine, invent, devise or intend to endeavour to deprive or hinder any person who shall be the next in succession to the crown for the time being ... from succeeding after the decease of his Majesty (whom God long preserve) to the imperial crown of this realm and the dominions and territories thereunto belonging.


     

    SECTION II:

     

    To define the status of petty treason.

     

    1. Within the realm or without, compass, imagine, invent, devise or intend to subvert his Majesty's subjects towards philosophies or rhetorics in objective contrivance to Orenian and Imperial principles.
    2. Within the realm or without, compass, imagine, invent, devise or intend to engage in acts of disrespect, verbal or physical towards employees of the state and the institutions in which they operate.

     

    SECTION III:

     

    To define the status of Sedition. 

     

    1. A seditious intention is an intention to bring into hatred or contempt, or to incite disaffection against the person of His Majesty, his heirs or successors, or the government and constitution of the Holy Orenian Empire, as by law established, or either House of Parliament, or the administration of justice, or to excite His Majesty's subjects to attempt otherwise than by lawful means, the alteration of any matter in Church or State by law established, or to incite any person to commit any crime in disturbance of the peace, or to raise discontent or disaffection amongst His Majesty's subjects, or to promote feelings of ill-will and hostility between different classes of such subjects.

     

    Haraccus Amendment

    All crimes as defined above shall classify as Class I, or infringement against the Imperium, in a court of law.

  14. THE IMPERIAL DIET


     

    Lo and behold for elections for the Imperial Senate, as prescribed by the Edict of Establishment (1736) and the Edict of Election (1736), have come upon us for the year 1752. This gazette shall serve as a formal application of candidacy with the Ministry of Civil Affairs, which shall open presently. Candidates for the Senate are required to complete the following application by the deadline of the first day of 1752 in order to appear on the ballot.     This act shall create a public gazette with intention for easy access by both senators and citizens, as well as designate the responsibilities of maintaining such as list by the President Pro Tempore or by the Undersecretary of State for Civil Affairs and the Ministry of Civil Affairs.

     

    INTRODUCTION

     

    As the Imperial Diet moves onwards, there becomes a need for proper record-keeping in both allowing efficiency in referencing acts and nominations as well as allowing citizens of the nation to easily access them. In keeping with the theme of efficiency, the position of Undersecretary of State for Civil Affairs will be given direct procedure in fulfillment of this task and a salary after seeing to all responsibilities fulfilled.

     

    SECTION I:

    Establishing the Senatorial Gazette for public records

     

    The Senatorial Gazette will be the public collection of all acts, bills, and nominations introduced and/or passed through the Imperial Diet. It shall consist of the following compiled lists,

    • Acts of the Diet
    • Bills (Vetoed/Failed) of the Diet
    • Nominations (Accepted/Failed/Vetoed) to the Council of State
    • Sessions and its Senators (Incumbent/Former)

     

    The list shall be written chronologically, with introducing and cosponsoring senators marked if applicable.

     

    SECTION II:

    On the responsibilities of maintaining the Senatorial Gazette and establishing the responsibilities of the Undersecretary of State for Civil Affairs

     

    The Senatorial Gazette shall be maintained in joint by the serving President Pro Tempore and the Ministry of Civil Affairs, under the direction of the Undersecretary of State for Civil Affairs. The undersecretary shall be first and foremost responsible for the constant updates and revisions required for the gazette, as well as maintaining a strict format and design. If the undersecretary and the respective Ministry of Civil Affairs is unable to fulfill the requirements of this act, the mantle falls on the President Pro Tempore to maintaining the Senatorial Gazette (see Section III).

     

    The gazette shall have the following dimensions and details,

    • Times New Orenian font, eagle-feather quill
    • Black diblenese ink
    • Uterine vellum parchment
    • Dried for approximately three days before display

     

    SECTION III:

    On the salary of the Undersecretary of State for Civil Affairs

     

    The Undersecretary of State for Civil Affairs, member of the Ministry of Civil Affairs, shall be afforded a salary of two-hundred (200) imperial marks, to be paid at the end of every annum.

     

    If the undersecretary is unable to fulfill the requirements as laid out in Section II, the President Pro Tempore, under advice from the Chairperson of the Committee of Civil Affairs and the Chairperson of the Committee of the Treasury, may suspend the salary definitely till qualifications are met.

    An act to levy taxation onto all direct Imperial provincial vassals in accordance to the Imperial budget and for the purpose of appropriating provisions for the Holy Orenian Empire.

     

    INTRODUCTION

    This bill shall organize the deliberate taxation of his Imperial Majesty’s loyal vassals per Saint’s Week.

     

    SECTION I:

    On enumerating the several vassals of the Empire 

     

    1.  ROYAL VASSALS OF THE EMPIRE

     

    Those vassals enumerated and enfeoffed as Kingdoms of the Holy Orenian Empire shall be levied taxation as listed below:

    2. Any recommendations to the taxation of vassals by the Department of the Treasury must be stated in writing with the proposed changes and the audits thereof. This petition must then be formally presented to the Chairman of the Imperial Senate Committee on the Treasury. The Chairman shall then make known changes made by the Department of Treasury for further legislative consideration.

    16 OWYN’S FLAME

     

    LET ALL BE AWARE that on this day, the 16th of Owyn’s Flame on the year of Our Lord GOD 1750, the election for the Imperial Senate seat of Helena shall commence. All those eligible to vote in the province of Helena are entitled to cast their ballot to the Ministry of Civil Affairs. All ineligible votes shall be invalidated.
