Third Session of the Imperial Senate, 1740-1742

The mood in Varoche Hall is tense, if not depressed, as the Senators and their aids make their way in, the hunched and still figure of the Emperor Peter III improving this in no way. The guards, too, share this quiet solemnity, though they stay ever vigilant in their red stripes.

 

As each man of government makes his way to his place, the Vice Chancellor and the Emperor share a quiet word. A short discussion passes to the President Pro Tempore, and the wigged man implores Peter up with an assuring gesture. Rising with some effort from his seat, the unsightly tall and rail-thin Emperor begins to speak aloud with some pained effort.

 

“The attempt on my life… has left me scarred… and bedridden.” The Emperor says to the hall in a subdued tone, his voice gradually rising as his vigor increases. “But I assure you… my resolve has never been stronger!” With barely any time for the assemblage to react to his declaration, the Emperor continues on.

 

“In order to ensure the efficacy and continuing stability, the senate will be resumed for a third session! For a safe, and secure, bureaucracy.” Peter III concludes his introduction, and moves to introduce the Imperial senators with a maintained energy.

The president pro tempore assumes his position in the presiding officer’s chair, taking up the gavel and hoisting onto his desk a series of papers. Meanwhile, the Emperor departs the chamber. 

 

“I thank His Imperial Majesty for his opening of this sitting of the Imperial Senate, and would, with his permission, assume the presiding officer’s chair as is custom. From this point forward I address my right honorable colleagues in the chamber. In the recess between our sittings, we discussed the formal confirmation of several of the Archchancellor’s selections for positions upon the Cabinet. I would like to call for a division for the first of those selections, Mr. John-Henry Pruvia, the Secretary-designate of the Interior.”

 

The clerks prepare the chamber for a division, and with a wave of the presiding officer’s hands the chamber becomes filled with a chorus of both ayes and nos. With the answer ambiguous, a clerk goes to record each senator’s specific vote, bringing the tally shortly after to Frederick.

 

“Armas, Corbish, Haas and Napier in favour of confirmation, with May, Gurbanguly-Haas and V. Rutledge opposed. M. Rutledge abstains. In such circumstances, the candidate having failed to achieve a majority of the chamber, the confirmation shall proceed to the office of the Vice Chancellor, who is entitled to undertake his constitutional role as the tie-breaker.” @BenevolentManacles

 

The president pro tempore realigns the paperwork on his desk. “We shall now proceed to the vote for the confirmation of the Archchancellor’s selection for the Imperial Treasury, Mr. Joseph Nicephore, the Secretary-designate for the Treasury. I call a division.”

 

This vote turns out a little different, with the chamber resounding in a chorus of ‘ayes’. The clerk retrieves a voting record anyway, with all eight senators in favour. 

 

“And so I believe that concludes our confirming business for the meanwhile. In such case, I would like to invite my honorable friend from Helena, the senior senator there, to speak on the Senate floor.” @Hanrahan

Napier would rise, speaking.

 

“Thank you, Mr. President. We have, of course, found ourselves in a war footing. Conflict has come to our noble country, and we must endeavor to do all we can, and assist those who require it in winning the war. For this reason, I have decided not to introduce my bill, and would presume others to shelve their bills as well. The Government must be unified in purpose and opinion, and cannot spare time bickering and glad-handing over affairs that belong in a peacetime cabinet. However, they are motions or subjects I should like to raise, partly from my work outside of the Senate – but there is a connection yet, that much I promise.

 

As the years go on, we as a society have made ample progress in a myriad of ways. Fashion, architecture, government, and military systems have all become more complex, of higher quality, of greater resounding capability. In all of these, we ourselves can hold our heads high and proud and announce that it is MAN who is the inventor. In others, however, we are sorely lacking. By Bill or discussion, I not know which way this will be remedied, but remedied it must. The fields which I believe we are lacking in are the Educative, Technological, and Scientific fields. We have little, if no standard at all for education of our nobility and subject officials, we have fallen behind in technological prowess, and our sciences are centralized and unknown.

 

To tackle these issues would be not only a boon for the immediate conflict at hand, as those educated men who bear arms more advanced then their enemies, backed by a country more logistically and tactically capable cannot lose – but have an effect beyond that of wartime, and provoke intense peacetime development. In this line, I should ask my fellow senators to engage and think deeply on the subjects I have listed. May God defend the Right, and our Empire Victorious.”

A Senator would stagger upward to speak, his wig lopsided on his forehead as white powder would litter his nostrils and the top of his moustache. He’d knock over a few pieces of paper as he’d clumsily make his way to attention, all before speaking.

 

“For I truly do agree with Senator Napier. The arts instead dwindle and fall into a shallow grave instead of flourishing and expanding like an Oyashimian Lord surrounded by whores. An initiative to encourage progress and technology is essential, the Harrenite blood stills runs deep within many that reside in our reach. Yet we are almost barbaric compared to the Heartlanders of Aeldin, our technology continues to dwindle and stand at the test of decay.

 

But for education, that of official studies is difficult to facilitate. For only those of the Imperial household are afforded education, to truly have us flourish we may need to pull from the brightest of all descendants. The use of the decaying magicians may be essential, there are those that are founded in the chaotic arts of the void which may instead be able to be used as brilliant minds to create and explore.

 

Yes. Yes. Education must be essential, but how would we incentivise the population to partake in such an endeavor? For I know of the stories of former colleges within the Empire that have crumbled and collapsed, the most successful based on the incoherence of the Sanonist Agenda. For why would the people wish to flourish and place their hands into the Empire, if we do not demand as such. Where the farms are filled by patience and wars are won with brutality, where does purpose of knowledge truly lie in this Empire.”

 

With that, the Kaedreni Senator would eagerly move back into his seat, his footing slipping slightly as he’d end up falling back into his chair. His wig falling slightly forward and obscuring his vision for a mere moment.

Matthias entered the Senate Hall. For once, he was actually late instead of early. The old man shuffled to his seat, his leg brace making that signature clicking sound. He wasn't feeling well, which showed in his recent lack of sleep. His seat was temporary, because he would take the first chance he could to sit next to his daughter. The Curon senator had nothing to say, but he kept being distracted by thoughts and memories that kept resurfacing. Most of them made him display a frown on his face, like 1694, 1711, 1720, and 1728; however, other memories brought his thin lips in a small upward turn, like Chocolate Chip, his children, and the presence of a very special person. 

 

His jaw quietly moved, himself chewing on a sweet dandelion leaf. Matthias always had to overly care for his nutrition, mostly because he was born a runt, but now he was an old man ontop of it.

Loyal Curonian Senator Vivaca Rutledge enters the Senate Hall, she rolls her eyes...

”GAH, rebellion... how interesting.” She coughs

”Not a fan of this whole rebellion business! It’s come out of nowhere... and the rebellious flame should be extinguished...”

The Emperor updates the Senate upon recent events.

“With the temporary lapse of the sleeping Curonian regent from our Empire, the Kingdom of Curon has defaulted to myself. I hereby elect to continue the terms of Matthias Rutledge and Vivaca Rutledge as they stand.”

The Kaedreni Senator would stand as the Emperor would update them on events, before addressing the chamber.

 

I do see that this war has truly taken a toll on our people, the unity of man is threatened by the barbarians that march upon our gates demanding blood and brimstone on the pretense of false liberation. For this has ran through our people, shaking the Curonian people to their core. Their regents make decisions on behalf of the feeble, where they dismantle the unity established by their predecessors and plunge their Kingdom to the support of heathens that attack all of Mankind.

 

For this, I hope that Mister Napier will help draft an act to try and ensure that those are not abandoned by their people. To follow blind faith in their insolent regent and sacrifice themselves for those that worship the flame is against what we stand for. For this, I shall propose to the Kaedreni government a movement to house the Loyalist Curonians and re-affirm the title of the Kingdom of Curon during this state of rebellion. I propose either pushing one of the Senators as a leader, or having us elect a representative to govern the ‘title’ of Curon and unite the people during this schism.

 

I have proposals that can await the next session, but for now we must ensure that our people are truly unified. We must protect all of our people, this chamber should focus on setting up precedents of the fracturing of man. Our brothers fight while we wait here, we must make haste to protect the Crown, the Empire and ourselves.”

Vivaca Rutledge stands, speaking to her fellow Senators.

“Fellow Senators, I have decided to propose an act which I have dubbed the Rutledge Act. This bill will remove Curonian officials who participated in rebellion and support Lord-Regent Angelo de Alba from their position of power. “

”This bill will also enable prosecution for these officials, with a list of punishments deemed appropriate that can be found within the contents of this bill.”

She’d give each of the Senators present a copy of her bill.

Matthias had to step out an hour before Vivaca handed out her bill. The aged senator came down with a rather nasty and guttural cough, and won’t be returning for a bit; however, he left his best wishes with his daughter!

 

[!] If Matthias could not make it back in time, then his vote would be counted as an abstain for lack of presence.

The Kaedreni Senator would speak as he would flick through the bill, his finger stopping on a few lines and running along them before speaking.

 

Junior Senator Rutledge, I do find issues with the said punishments which are listed within the bills. I believe we should leave these to the court and simply enact the idea of High Treason for those who had broke the peace of the Curonian peoples. A list of names applicable for persecution and a movement to affirm such a summon in the courts would be essential. The Regent and said supporting officers should be listed officially, and then removing the small penalties akin to ‘fines’ for the breaking of the Imperial Order and Peace.”

The young newly appointed Vice Chancellor would stand up from his seat at the center of the Varoche Hall. Joachim clears his throat for one moment before continuing.

Fellow Senators. Over the past few days, I have received letters from my constituents imploring myself, and the Senate at large to act decisively in this time of war. This is not all together incorrect, and we must take heed. Debate is well and good, and a crucial duty of our service – but legislation must be written, proposed, and passed. To this, I call the house to vote on the D’ALBA ACT, to establish the position of Governor-General to serve in those territories struck by unrest and war.

With that, the Kaedreni Senator would gesture to Charles Napier in the room, while speaking.

 

“With the issues that arose from the d’Alba disaster of 1740, I have drafted a bill and so has Senator Napier in accordance to handling future states of rebellion and unrest within the Empire. The d’Alba Act and the Emergency Resolution are bills to be used in tandem, and hopefully used to set precedent to the current political climate of Curon.

 

I also call for votes upon the Emergency Resolution Act, for the house will be left to debate and then vote to establish true precedent for our Empire.

 

One of the many servants of the Chamber would walk around to each of the senators present, passing the ‘Emergency Resolution Act’ to all those present.

[!] It’d been quite a while before the doors to the Varoche Hall swung open, resulting in dead silence.

 

There he was, Matthias Othan Rutledge. Except. . . something was off. Yes, it was physically him, but something internal was different. The hope in his eyes were gone, his happy and caring personality turned into one of sorrow. His left hand gripped onto a letter, as well as a wooden crutch, and he leaned on his metal leg brace for support. His right leg was in a splint, a bulky one at that. Instead of combed-back hair, Matthias’ hair was combed to cover his entire forehead. Dark bags rested under his eyes. He didn't care if he’d just interrupted a debate. Matthias limped forward, almost unable to stand, let alone walk competently. His brace clicked rather loudly with broken grandfather clock noises.

 

Matthias approached the center table and tossed the letter onto it. He cleared his throat, clearly having trouble speaking. “I-I regret to s-say, I. . . have to step down. Thank you for having me.. I'll miss you all.” The old man gently motioned to the letter and said nothing else. After a few seconds of dead silence, Matthias abruptly turned around towards the door, his right sleeve carelessly whipping around to the body motion.. because his right sleeve was empty. The old man limped out, his crutch ominously thudding against the hard floor until the doors to the senate hall shut behind him; Matthias was gone.

 

[!] The letter contained his resignation, though he wasn’t aware that being on the G.G. privy would eventually remove him anyway.
