Remove raid tools = 2 hr long skirm where the attackers go forward and the defenders go back and close the gates. Look at Norland. If Urguan didn't find the way under to get into the city via the sewers it would've literally gone on to no end. There is war in the server, there is conflict in the server. That's part of it being a medieval fantasy genre. Remove raid tools = remove raids = only conflict is war, which is boring.
