They have been a terrible menace, and at last they are punished!

Rioting is an irrational repsonse from people who feel helpless or unheard. It's irrational and destructive, but people don't do it to promote change, they do it because they don't know what else to do. I think. And that's all I have to say about that.

not sure if a "halt" and "stop now" is enough to kill someone- especially on freebuild land.

if you run away from a fight with little or no roleplay, then the other player can attack you via PvP! Make sure that you emote it, roleplay it fully and give them time to react in roleplay. However, yelling at a running player that is not involved in your roleplay to stop or fight is not grounds to PvP them if they do not stop.
