Township and Charters Within the Kingdom of Kaedrin In order to promote urban and interior development of the Kingdom of Kaedrin, the Chancery and the Lord Steward together have endeavoured to devise a system of charters for settlements within the Kingdom of Kaedrin. So as to promote activity and participation amongst the burghers of our realm, the following system has been devised imposing regulations and standardization upon townships within the Kingdom. In addition to this, to avoid the infrastructure problems suffered so direly by the Empire’s heartlands and to deliver to the middle-class further opportunities to serve the fatherland, a ban on members of the nobility owning any sort of township or any other settlement contradictory to a noble’s keep or castle (The structure prescribed accordingly by the Kingdom) will now be imposed. Violation of these regulations will invoke the full force of the law. The formal title for the owner of a town is a reeve. This title is equivalent to baron however the former can only belong to burghers, whereas the latter can only belong to nobility. The Charter Department of the Lord Steward is currently not accepting charters for review. Information about Townships, Comital Keeps and Reeves - There can be a maximum of one township within each county. The owner of a township is known as a reeve. - Reeves are sworn to whichever count’s territory they reside in. They own vassalage and tithes to their liege. - In order to form a township, a prospective reeve requires nine signatures from settlers who intend upon settling within it. - Each count can build a maximum of one keep or castle within their county. This keep, which they hold in their own right, is formally known as a comital keep. - Comital keeps and baronies can only be castles. They are never allowed to be settlements. - The reeve title is not hereditary, and reeves can be appointed or removed by their liege, the Privy Council, the Lord Steward and Lord Chancellor as they see fit. - The construction of a township cannot begin until the Privy Council accepts its charter. The Charter Process 1. An eligible citizen of Kaedrin (Check eligibility for clarification) may ask a local lord for a settlement placement in their comital territory. If this request is approved by a liege lord, proceed to step 2. 2. The eligible citizen fills out the charter and submits it to the Privy Council, where it will be pending review. 3. The Privy Council reviews the charter, coming to a verdict. If the Privy Council accepts the charter, proceed to step 4. 4. The eligible citizen contacts his liege lord and is allocated land within his county on which to build a town or village, acting as a baronial-level vassal with the title of reeve. Eligibility In order to be eligible to submit a charter: - Subject must not be a member of the nobility. - Subject must be an adult male citizen of Kaedrin. - Subject must not be an elf, orc, kha, or other such unsavoury. This slight discrepancy between the second of their release from their mother's womb dictated the future of these two boys. Robert was his father's heir, to inherit all his estates when he was to perish. Edward was the second son and though he did not realize it then or for a number of years, would be forced to content himself with coming second in all aspects of his life. Rosalie was the last - a precious girl possessing of the scarlet hair of her mother. Just like the symbol of the Chivay's blessed order, Rosalie was her father's little white rose. Until the age of four, Edward was raised at the Imperial palace by the Crown Princess, Ari Horen. Occasional visits from his father and his courtiers were the highlights of his stay there, though his mother, quite noticeably, did not ever come. Not even his siblings quite knew why this was, and Edward was none the wiser. Even when he was relocated to the mountain citadel of Ard Kerrack, Edward's father very rarely spent time with him. He was always performing business, he would say, as he secluded himself in his study full of old, leather-bound tomes with hook-nosed Sarkozy, blond-haired Brunswick, or even God's prophet himself, Lucien Ashford. When his father was freed from his duties, he preferred to spend time with his 'eldest' son and heir, Robert. Robert had grown slowly into a bold, urbane boy, conditioned appropriately for the hardships of ruling. Throughout this time, his mother never came home. Every now and again, he would hear the men whispering about her, that she had taken to the bottle, fled to Salvus and not returned to Ard Kerrack for years. Edward didn't want to believe it. In the absence of his father, Edward took some solace in the fact that from the age of five, he was tutored by his father's most learned courtiers. Hadrien de Sarkozy taught him history and languages, Lucien Ashford educated him on the mysteries of the Creator, and his uncle Marquis Peter Chivay attempted to sculpt him into a master fencer. He took to these lessons very eagerly, fervently studying and learning about each subject. Edward was confined to the keep most of the time, sometimes playing or talking with his eccentric sister Rosalie, whose company he genuinely seemed to appreciate in comparison with brazen Robert. His family's trusted servant, Bran Volsung, sent his own second son Dagmer to Ard Kerrack to be raised alongside the Chivay children. Dagmer was a wild, uncouth boy with no care for his own education. Instead of studying like Edward, he preferred to run off and explore, causing mischief among both the soldiers and the populace. His father, Ser Volsung, disappointed with him in light of his other son and heir Balian, had sent him away to the Chivay keep. Dagmer and Edward's situations were in that respect very similar, and they quickly became fast friends.   16. In the formidable mountain citadel of Ard Kerrack, the de jure capital of the Kingdom of Kaedrin, the King in the West, Peter Chivay, is holding court. Sat upon his chiseled marble throne, the King of Kaedrin sighs wearily as the time reserved for the audiences and other public affairs of state begins. From petitioners, to vassals, to statesmen, to dignitaries, the court was the center of the realm and the nerve center of its government. To the king's right his younger brother, Prince Thomas the Lord Steward is seated and in the chair to his left is the Lord Chancellor, Hadrien de Sarkozy. Every now and again the Lord Chancellor would lean over to the king, whispering in his ear. A herald bangs his long staff on the tiled floor thrice, calling the lords present at the court to silence. As the rabble dies down, he begins to speak. "All rise for the anthem of the Kingdom of Kaedrin, the Guard on the Yaruga!" The lords, burghers and common men stand and begin to sing as is customary before court begins. Once the singing ceases, the herald taps his staff on the ground yet again. "Let this session of court begin! Petitioners arrange in an orderly fashion!" ((This is similar to the Imperial throne room thread - it's an ongoing forum RP in which petitioners and others seeking an audience with the king can post. Feel free to jump in if your character desires to speak with the king and the courtiers, but please adhere to some constraints. If you're a dark elf, elf, orc or are particularly 'edgy and dark', chances are you won't be let in the keep in RP. Thanks!))
