Magic is now like Swordsmanship and Archery. You're expected to learn it but a majority will not, and do not have to unless it's a restricted magic. I'm not saying this is bad or good, but people don't get that this is what it is.
I haven't been attacked by a mage since mid Asulon, the first time I logged on I was attacked by 3, coincidence? No -.- The only thing people say in that post was 'You don't need an MA anymore, go be powerful'. They should more clearly state that it's the same just less restrictions
