Everyone seems to have forgotten that there are no war-claims. Our current war system is completely consensual, and relies entirely on OOC agreements between the warring factions. If such OOC agreements break down either faction can refuse battles entirely, and all the other side can do is refuse battles back, restricting combatants to 4-man VA raids which are heavily regulated by the VAT.
