    People do all these terrible things, but there is no punishment. People steal, kill, hurt people and there is no law so they just walk away.

      RPly, no one stops them because it's common not to

      try to interfere with dangerous people. Blame the guards for not reacting to the crimes. It is expected, however. We ARE in a medieval era, after all.
