High Elves (Mali'aheral) are very much so active! I am on the council gurl <3 And do a kha, they are becoming more numerous. I really want to make one, but I am afraid I won't have the time.
Honest to god I would make a high elf but since I've played with them so much as a non high elf it'd feel like I'm stalking the entire player base lol. Would play kha, but I'm already terrible at skins.
