I feel like I see a fair number of dark elves scattered around. Some attempt at unification may be your first step. After that, it's all advertising and maintenance. Idk how one would do it, but I don't think it's impossible.
Well the first decision I've made is that I can't make a whole new nation on it's own plot. I'll try to piggy back off other activity at other places...
