Depends on what you mean by a spine. When I was a GM, my goal was to follow precedents regardless of who broke the rules. In the modern day, compared to the era I GM'd in, I would say the GMs are less prone to engage in conflict head on and are more willing to hand out bans. That's not to say decisions weren't bad in the past, just look @ Legoxbox or ladyrebecca.
Edit: When I say they are less likely to engage in conflict, I mean they are more 'cowardly' and will decide things without consulting the players involved@FarmerShady I wasnt around for Harold admin but I've seen him abuse so probably
