I prefer the first one, but I think it needs to be sharper and/or have more contrast for the shading, it seems to be too much of one solid colour.

Remembrancer guild with the Dwarves is where my Scholar is located currently. I do not know if the Ministry of Contemplation still exists, but that was a good place. The Mages Guild if you can locate a member is a good place. You could also try working at the cloud temple library.

The Druids might also be to your liking, albeit atypically.

Yes, its possible, but at an advanced stage of Hydromancy where the mage is confident enough with their control of water. First your character needs to fully understand the functions of ice. But ice can be difficult to pull off at that stage, and depending on the density, size etc, it can be tiring for even master hydromancers.

And yes, you can control the temperature of your evocated water as well. Controlling temperatures can be doable at the adept stages of training. Steam especially, which is even more so difficult than ice.

The trouble with 'Arcane' is it is literally defined as 'Beyond understanding and comprehension. Therefor, simply saying 'Arcane bolt' could mean a very wide variety of things. If you ask me, I'd say the chances are you'd be on the floor in an immense amount of pain, but it really depends on what sort of 'Arcane' we're talking here.

Im pretty sure saying arcane bolt refers to arcane evo. If so think of it like getting hit by a mace/hammer + knockback.
