Critically forgotten of elven governance is the imperative of communion between the lord and laborer. In the absence of the noble and plentiful hand of the people, the ambitions of the monarch are rendered powerless. While the honest service of elMaheial labors towards matters of state governance, political operations, and direct counsel with the High Prince, elHeialii ito Lye act as lesser liaisons of the people on matters of cultural promotion and exchange, policy enactment and accountability, and civic stewardship.
Additionally, elHeialii ito Lye acts as a stepping stone for aspiring seats of Marheial, the High Council, its members being the pool of candidates from which the High Prince selects his advisors and councilors. However, this does not mean those who pledge themselves to elHeialii ito Lye are always beholden to pursue councilorship or advisorship.
ɪɴᴅᴏʀɪɪ’ᴏᴇᴍ. ᴏᴀᴛʜꜱ
I. Tᴏ Sᴇʀᴠᴇ ᴛʜᴇ Pᴇᴏᴘʟᴇ
Rarely is it the duty of the people to serve the crown, but the duty of the crown to serve its people. To wield one’s rank for self-service is to neglect where one’s vocation lies, for which they are undeserving of their station.
II. Tᴏ Mᴀɪɴᴛᴀɪɴ Cᴜʟᴛᴜʀᴀʟ Iɴᴛᴇɢʀɪᴛʏ
Culture is the foundation for which faith, heritage, and community are built upon. To act in defiance or violation of this law is to disgrace the cultural bonds of elvenkind, for which they are undeserving of their station.
III. Tᴏ Lᴀʙᴏʀ ᴛᴏᴡᴀʀᴅs Bᴇᴛᴛᴇʀᴍᴇɴᴛ
Critical of one’s rank is the rejection of fanged politics. To pursue one’s station as a vie for power rather than to bring merit and health to one’s people is to succumb to malice, for which they are undeserving of their station.
ɪɴᴅᴏʀɪɪ’ɴɪᴜᴛ. ᴅᴜᴛɪᴇꜱ
I. ᴇʟ’Iʟʟᴇʀɪʀᴀɴ (Sᴛᴇᴡᴀʀᴅs)
el’Illerir are the communal stewards of Caras Siol, tasked with ensuring her people are housed, showing hospitality to newcomers and weary travelers, and ensuring the Ivory Crown receives its yearly dues in order to fund state governance. It’s important to note that the Illeriran are foremost responsible for the housing of denizens and the upkeep of state housing records, and as such, are expected greeters for newcomers and potential citizens as hospitable hosts of the city.
II. ᴇʟ’Kᴀʟɪʀɪɪʀ (Rᴇᴠᴇʟʀʏ Hᴏsᴛs)
el’Kaliriir are the hosts of revelry and social affairs within Caras Siol, tasked with organizing and announcing crown or citizen events, parties, meetings, circulating local news, and seasonal rites. Under their gaze are the streets of the city to be kept regularly spirited and vibrant, their role becoming especially critical in times of war, distress, and worldly threat in order to counterbalance the happiness and optimism of the people.
III. ᴇʟ’Sᴀɴᴇʀɪʀᴀɴ (Pᴏʟɪᴛɪᴄɪᴀɴs)
el’Saneriran act as liaisons between the gentry of the crown, voices of the people. They’re responsible for acting on calls of reform, citizen upset, and maintain the mantle of ensuring the Ivory Crown is held accountable for shortcomings or oversights in local policy. They possess the power to propose legislative amendments, accessions, or repeals to elHalerir, and may be expected to act in the proactive interest of public initiative.
ɪɴᴅᴏʀɪɪ’ʜᴀᴇʟ. ᴀᴘᴘᴏɪɴᴛᴍᴇɴᴛ
Those who seek appointment are to endorse themselves in a public forum ((in character forum post)). Within this forum, the appointee is expected to promote their merit, loyalty, devotion to the citizens, and acknowledge their history with the people and city. They are given a period of three elven days throughout which, in the interest of public trust, the citizenry may then lend their public voice in either approval or rebuke of the endorsement, while the High Prince maintains sole judgement in the appointment of the position.
While there exists no fixed number of seats, those appointed are expected to actively contribute to the labors of elHeialii ito Lye and reliance of the station. Members who are found to grow idle, fail to fulfill the duties beholden to them, or act with disgrace, may see them honorably retired from their position by the High Prince. Additionally, one may willfully abdicate or rotate to a new position if they deem their ability better suited elsewhere.
ɪɴᴅᴏʀɪɪ’ᴠᴀɪʟᴜ. ǫᴜᴀʟɪꜰɪᴄᴀᴛɪᴏɴꜱ
I. Cɪᴛɪᴢᴇɴsʜɪᴘ
Candidates must be a recognized citizen of Cauróst or her Marevarnan, as defined in the Ivory Edict.
II. Hᴇʀɪᴛᴀɢᴇ.
Candidates must be of pure elven blood, those of mixed heritage left to the discretion of the High Prince.
III. Aɢᴇ
Candidates must be at least thirty years of age. Exceptions may be granted at the discretion of the High Prince.
IV. Rᴇᴄᴏʀᴅ
Candidates must possess a clean legal record, void of crime and controversy.
V. Pᴜʙʟɪᴄ Rᴇᴄᴇᴘᴛɪᴏɴ
One’s favorability among the people shall be accounted for.
