The funny thing about the creature altering power of a daemon are that the daemon doesn't have total control over them. It's unstable and random. It's less customising races a la Spore and more rolling some weighted dice. When they do get to playing Creator with the fauna of the world, they tend to create entire races with severe and unnatural flaws, and that's completely ignoring all the failures they cruelly discarded like broken toys. Modifying a single individual is more likely to create something dead or severely deformed than a flying human.

As for the Wings rule, it was brought it by rittsy because Vestigal Winged characters was becoming a pandemic. They were literally everywhere and it was all getting a bit silly. The effect of this is that a lot of people who, for whatever reason, wanted functionless wings on their characters, couldn't have them. Which begs the question, why does this character in particular need wings more than all of those that were denied?

When something says "Requires Administrator Approval", it pretty much means "no".
