Woe to the midget who drew Orenian blood. For too long has our glorious Empire turned the other cheek to the constant and despicable aggression and provocation of dwarven-kind. If your Grand Kingdom were an Orenian citizen, he would have lost his head many a time for those grievous offenses against our people and our state.

 

The government of the Grand Kingdom of Urguan, having violated in the most flagrant manner and in ever increasing measure all rules of neutrality and treaty in favor of the adversaries of Oren, and having continually been guilty of the most severe provocations toward Oren since the conflicts with the Mali'Fenn and Orcish nations began, despite numerous peace treaties having been established between the Grand Kingdom and the Imperium Tertius, can only be considered a threat to world peace and human sovereignty.

 

Over the past Saint's month, the Grand Kingdom of Urguan has perpetrated the following crimes:

•Assaulting the Enclave of Haelun'or, sister state of the Holy Empire of Oren by the Crimson-Silver Concordat, with reckless disregard for their pacifism.

 

•Unjustly laying claim to the lands of our sister-state, the Enclave of Haelun'or.

 

•Aiding our enemies, the Princedom Fenn, with military and economic support while the Holy Empire of Oren was in a declared and provoked state of war with the aforementioned state.

 

•Aiding our enemies, those ravaging warbands of uruks, with military and economic support while the Holy Empire of Oren was in an assumed and provoked state of war with the aforementioned parties.

 

•Levying direct attacks against the Orenian city of Vekaro with the aid of bandits, uruks, and legions while in a state of claimed peace with the Holy Empire of Oren.

 

•With regard for neither honor nor decorum, making official statements inflammatory to the citizens, authorities, and Emperor of the Imperium Tertius.

 

The Orenian government therefore establishes the following facts:  

 

Although the Holy Empire of Oren on her part has strictly adhered to the rules of treaty law in her relations with the Grand Kingdom of Urguan during every period of the recent and present conflicts, the government of the Grand Kingdom of Urguan has perpetrated several violations of varying degrees of offense to the treaty agreements between the Imperium Tertius of the Holy Empire of Oren and the Grand Kingdom of Urguan. Thus there has been created a virtual state of war.

 

The government of the Imperium consequently breaks off diplomatic relations with the Grand Kingdom of Urguan and declares that under these circumstances brought about by the Grand Kings and council of Urguan and vassals, Oren too, as from today, considers herself as being in a state of war with the Grand Kingdom of Urguan.
