Villain Applications?

Sorry if this is the wrong area to make this post, but I was wondering if there are still villain applications and if not, how do villainous acts work? Can you just not perform these acts or is everyone able to, or is there some in between? Just wondering because I looked around the forums for anything on this but couldn't find it.
