Playing As A 'non- Frequent' Race

I was wondering if there are still alternatives besides playing the standard races: Human, Elf, Dwarf, Orc, ...

I am talking about: Gravens, Dryads, Golems etc. 

Do you need to apply somewhere to play as one of these? 
I'm personally interested in starting a Graven alt. I read all the lore about them, but I haven't seen one IG (yet). So therefore, is it still possible to play these 'non frequent races'?

As far as Dryads go, there's no longer a need to apply. It is something all female Wood Elves (I beleive, at least) go through. If you're interested in the Dread Knights, I beleive they have a forum post in the guilds section. As for the others, I couldn't tell you.
